Job Description

The purpose of this position is to manage the day-to-day operations and maintenance activities of Dubai Tram Al Sufouh. This position will also contribute towards the planning of all maintenance activities to establish the delivery of Dubai Tram Al Sufouh Operation services contract to the client.The position includes achievement of contractual and internal targets for operations, safety, maintenance coordination, service reliability, cleaning standards, supervision of contractors, environmental management and human resource management.MAIN RESPONSIBILITIES
  • Ensure service delivery and day to day management of personnel and other resources.
  • Control the day to day operations following normal operations procedures utilizing the operator consoles and ancillaries, CCTV, communications equipment and associated equipment.
  • Advise the Operations Manager and Head of Operations for problems relating to service delivery matters in a proactive and timely manner.
  • Coordinate and supervise all aspects of control room and train operations with the maintainer regarding subcontractor work on the main line stations and depots;
  • Ensure effective coordination with the maintainer maintenance staff via the controller in the event of failures, incidents and emergencies.
  • Authorize and control all depot and mainline movements, manipulate crossovers at terminal stations and other locations, depot movement by radio instruction, operate communications, signalling, voice subsystems, SCADA, AVLS and CCTV.
  • Take control of and ensure the prompt response to events/incidents in order to mitigate the effect of any disruption to the service.
  • Develop and train the control room staff in emergency response tactics in accordance with operating standards of performance.
  • Ensure that each controller reacts in the same manner and within the same time frame to a call from field personnel.
  • Review, develop and update the relevant work procedures and instructions as required.
  • Ensure employee competence records are managed and maintained.
  • Ensure operations staff is deployed effectively.
  • Ensure active monitoring of attendance, performance and conduct of employees within the OCC.
  • Planning track access for traffic hours (track possession/access management duties).
  • Issue permits to work and access to the maintainer.
  • Communicate and report details of incidents to senior management
  • Recommend, approve and implement actions resulting from an incident/emergency or safety and operational investigations.
  • Coordinate with external services during incidents and emergencies.
  • Notify the Operations Director of any incident/emergency situations that require the activation of incident control;
  • Attend managerial safety forums as required and provide safety briefings for all employees.
  • Perform shift and emergency duties when required.
  • Drive work vehicles when responding to emergencies and when required on duty.
  • Conduct daily and weekly reviews of service delivery performance and prepare reports and provide data for the Performance & Planning Manager on related information.
  • Advise and guide operational staff on safe methods of work in the control room and, when necessary, on the system.
  • Ensure that end of shift reports or collated, checked and submitted to the Head of Operations;
  • Perform and carry out other duties as instructed/directed by the Operations Manager and/or senior management in DTAS Operations department.
  • Awareness of the Integrated Management System and the content of the Health, Safety, Quality & Environment and Information Security Policy Statements.
  • Understanding of personal responsibilities and contribution to achieving compliance with the Integrated Management System requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above.
  • To exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions.
  • To use safety equipment (including PPE) as required and intended and observe that this is also enforced among subcontractors and third parties working in Keolis MHI\'s controlled premises/systems Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties.
  • Lead by example and look at ways to conserve energy, water and resources and minimise the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels.
  • Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental.
  • Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties.
KNOWLEDGE
  • Thorough understanding of train operation controls such as train supervision, train regulation, manual route settings, incident handling, emergency evacuation and associated activities in an operational environment.
KEY SKILLS
  • Good literacy and analytical skills required for the role.
  • Able to understand complex systems and possess good IT skills.
  • Good communication skills and the ability to manage multiple tasks efficiently and work productively in a fast-paced, team-oriented environment.
  • Strong organizational skills, detail oriented, and the ability to handle multiple priorities.
EXPERIENCES
  • A minimum of 5 years work experience as a service controller, or within an Operations Control Centre or a traffic planner in a railway, airport or urban traffic control setting.
EDUCATIONNAL QUALIFCATIONS
  • Ideally a degree holder or high diploma of post-secondary education in a related discipline.
  • Professional qualified with membership of a recognized transport institution.
