Work in Kuwait is contingent upon the applicant's ability to obtain a work permit from the State of Kuwait, which is requested on the applicant's behalf by their employer. Effective January 1, 2021, the Kuwait Public Authority of Manpower issued new work permit regulations, informing contractors that it will not issue a work permit to any individual who is fifty-nine (59) years or older and holds a high school grade certificate or less. A bachelor's degree or higher is required for all candidates fifty-nine (59) years or older. See Administrative Decision No. (520) of 2020 AD - Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations. Candidates with a current Visa 18 (residency visa) are excluded from the education requirement.
Essential Duties and Responsibilities:
Performs management of property book records and hand receipts, maintains copies of property adjustments, completes outstanding Unit lateral transfers, processes property transactions, and analyzes and provides program and workload data.
Maintains supply accountability records.
Performs property book reconciliations as required.
Assists in ensuring contract provisions are met.
Maintains files in accordance with Army Records Information Management System.
Researches and resolves property book and/or system related discrepancies.
Generates daily, weekly and monthly reports as required by department.
Augments the Theater Property Book Officer with property transactions, hand receipts, shortage annexes, filing systems, and all things related to Property Book Accountability.
Ensures strict compliance to safety practices and supports Safety Policies and Procedures.
Instills a safety-first mentality within respective work areas and a culture that achieves low accident rates and minimal lost-time injuries.
Adhere to ISO Policies, Procedures, and Work Instructions in support of Quality Management System.
Performs other duties as assigned.
Education:
High School Diploma or equivalent is required.
Experience:
7 years of Property Book/ Supply experience, with at least one year at the Battalion or higher level.
U.S. Army MOS 92A or 92Y preferred.
Specialized Knowledge and Skills:
Possess the ability to independently analyze and resolve difficult issues and problems in the assigned area of responsibility involving accountability processes, work methods, supply data management or day-to-day operational procedures to manage complex classified supply programs.
Possess a thorough knowledge of supply regulations and policies and the ability to manage multiple hand receipts and hand receipt holders.
Knowledge of U.S. Army inventory management accountings systems.
Ability to work effectively with employees and management of all levels to include multinational staff, superiors and ranking military officers.
Ability to prioritize responsibilities to accommodate a demanding workload.
Attention to detail with a high degree of accuracy is required.
An intermediate proficiency in Word, Excel and Outlook applications is required.
Certification, License & Clearance:
GCSS-Army Certificate required.
Valid driver's license required.
Ability to obtain SAAR approval for NIPR access required.
Secret security clearance required.
U.S. Citizenship required.
Active Clearance is required: Must have an active Tier 3 Secret U.S. Government clearance. Note: U.S. Citizenship is required to obtain a Tier 3 Secret clearance.
Work Environment, Physical Demands & Mental Demands:
Ability to perform job duties efficiently and effectively.
Must be able to work in extreme environmental conditions including dust and high temperatures.
Must be able to endure long hours, exposure to weather and hazardous conditions.
Must be able to lift up to 50 Lbs.
