Technical Manager (Owners Representative-Shipping)

JOB PURPOSE As a technical ship manager, you oversee the safe and efficient operation of a vessel. Highly experienced marine electro-mechanical engineer/project manager with sound handling knowledge of shipbuilding, mechanical plant, marine facilities, oil and gas plant with advanced skill on various engineering practices for on-board, site and workshop machinery, systems, installation, repair and commissioning and estimation, budget planning. Sound knowledge on worksite safety, occupational safety and health (OSH), workplace health and safety (WHS), risk assessment and control measures. Experienced hands-on sailing/marine repair, equipment troubleshooting, overhauling, installation & commissioning, repair estimation, prepare the repair quotations, prepare variation on the work scope and invoicing, preparation of profit-loss statement, preparation of technical documents, trials, technical meetings, commercial negotiation including the purchase process. Planning, developing, and implementing technical ideas & information to provide the most favorable solutions to facilitate corporate growth with a cross-functional team and diverse technical backgrounds. KEY ACCOUNTABILITIES Research technical information related to equipment breakdowns, malfunctions, improvements, upgrades or modifications for the reliable long-term performance of the vessels. Technical support and assistance with implementation of SHIPMAN terms & conditions including OPEX budget compliance with the contracted Technical Manager. Review and follow up on technical managers daily, weekly, and monthly performance reporting to owners (technical performance reports and OPEX budget vs actual expenditures). Technical support to owners in connection with daily technical challenges including but not limited to supervising development of dry-docking specification, repairs and maintenance, comment on requirements and recommendations of Class and Flag State, lube oil purchases, bunker testing, crew selection, certification and administration. Technical support and assistance in connection with vessel incidents and emergencies. Ensures compliance with all necessary operational certification and survey requirements applicable to assigned vessels. Visits vessels may sail with company ships to ascertain that they are operated in a safe, reliable and economical way. Monitors function and performance during ship visits and initiates effective problem solving of on-board issues, including technical & quality-assurance. Vessel condition inspections/assessments/dry dock preparation and attendance. Internal and external technical assistance, support and representation for owners' matters. Assistance with legal cases and/or insurance claim cases. Takes ownership of on-board issues and follows them through to resolution. Prepares budgets in the required detail for the yearly operation of assigned ships, scheduled dry dockings, surveys, repairs and ad-hoc modifications and repairs within required timelines. Monitors expenses of assigned vessels and submits monthly variance reporting and tracks against budget. Budgeting, planning, coordination, execution and supervision of repair, maintenance, and warranty works. Monitoring of and abidance with the planned maintenance system among further key requirements as per Technical Management Procedure. Execution of negotiations with suppliers and vendors authorizing purchases of spare parts, services and consumables for the vessel within Technical Managers authority limit. Ensuring compliance with all applicable national and international rules and regulations and the internal requirements of the Company. Marine inspection, survey and vetting of vessels - incl. performance and efficiency improvement, evaluation of operations and work processes on board, condition documentation and follow up. Conducting Risk Assessments analyzing all areas of operations to identify hazards and evaluate risk levels. Closely monitor changes in international regulations to ensure full compliance with the vessels under your management. Any other tasks and responsibilities assigned from time to time. EDUCATION, EXPERIENCE & SKILLS Education: A professional degree in marine engineering, naval architecture, or a related field. Experience: Minimum 4 years of shore experience. 4 dry docking experiences. Background in bulk carriers with geared experience. At least 5 years sea service as Second / Chief Engineer. Skills: Technical performance knowledge within a shipping environment. Crisis Management and Business Continuity. Knowledge of Scenario Planning, Financial Analysis, Budgeting & forecasting & Financial Management. High level of proficiency in English language, both written and spoken. High level of PC literacy, with an ability to work with Microsoft Office Suite and ERP packages. Seniority level
