:Reporting to the Chief Executive Officer, the Technical Director is responsible for the accuracy and reliability of all laboratory services provided by the departments under his/her supervision to include the following activities: direct training, development and supervision of departmental personnel; plan and schedule all work processes of the departments; oversee the proper application of laboratory policies and procedures and operate the department(s) in a cost-effective manner. The Technical Director is a key member of both the scientific and business team with knowledge of regulatory requirements and must support and enforce all company and accrediting agency policies, procedures and standardsResponsibilities:Organizational Culture & Compliance

Key Responsibilities
The Technical Director's responsibilities are diverse and relate to assessing new technology, directing general laboratory operations, assessing staffing needs, accommodating workflow fluctuation and management thereof and customer services support.
The Technical Director assists the Medical Director to plan, develop, organize, implement and evaluate the organization's laboratory operations and performance.
Management, Administration and Strategic Planning
Oversee the development of the organization's plans and programs as they relate to technical operations systems and processes;
Ensure quality, accessible, cost effective and patient-focused services to clients and patients across the continuum;
Identify and implement measures to attain and maintain state-of-the-art testing and technologies in a cost effective manner;,
Evaluate test menu for expansion to improve client accessibility to quality testing; Implement new programs, test methods and procedures according to accreditation agency guidelines
Foster a unified culture and promote a process for collaboration, cooperation, sharing of information and mutual teamwork;
Ensure that operations employees adhere to currently accepted technical service standards of laboratory medicine;
Attend and participate in all meetings as requested;
Participate in the development and implementation of the operations budget to ensure compliance with organizational expenditure requirements;
Ensure that operations employees adhere to M42 and the various regulatory agencies policies and procedures ;
In collaboration with the Medical Director and scientific team, direct the development, communication and implementation of effective growth strategies and processes;
Provide advice on technically relevant contracts into which the laboratory may enter:
Consistently support compliance and the M42 Code of Conduct by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable laws and regulations.
Safety
Ensure that the physical and environmental conditions of the laboratory are appropriate for the testing performed;
Work with the Safety officer to provide an environment in which employees are protected from physical, chemical and infectious hazards
Personnel
Employ a sufficient number of laboratory personnel with the appropriate education and experience to meet the organization's operations process requirements and to accurately perform tests and report test results according to the mandates of the agencies that regulate the organization.
Ensure that prior to testing patients specimens, all personnel have the appropriate training for the type and complexity of their specific responsibilities and have demonstrated that they can perform all testing operations reliably to provide and report accurate results.
Ensure that all employees are assessed in compliance with Human Capital Policies, that they are competent and maintain their competency to conduct their responsibilities and whenever necessary, identify needs for remedial training or continuing education to improve skills;
Provide support to staff for all aspects of workplace issues, referring to the Human Capital and other departments as appropriate
Consistently demonstrate the knowledge, skills, abilities and behaviours necessary to provide superior and culturally sensitive service to the organization's members and contracted providers and vendors;
Responsible for recognizing results or problems that require referral to the Pathologist;
Ensure that consultations are available to the clients on matters relating to test selection, test results and laboratory operations processes;
Provide education to staff in the form of in-services, lunch and learns, etc.
Quality Management
Ensure that all aspects of the Quality Management System are established and maintained to secure the quality of laboratory services provided;
Identify failures in quality as they occur and take appropriate corrective action to minimise further occurrences
Maintains performance improvement activities within the department and participate in continuous quality improvement (CQI) activities with the Quality Assurance department Provide expertise and guidance regarding scientific issues, and work with the scientific team throughout the organization,
Maintain personal Continuing Medical Education (CME) requirements for licensure and ensure all technical/clinical staff comply with DHA/DOH CME regulations
Standards of Performance - Clinical Testing
Ensure that analytical processes for each of the tests performed in the laboratory are implemented and maintained according to all regulatory requirements in the pre-analytic, analytic, and post-analytic phases of testing;
Ensure that the test methodologies selected have the capability of providing the quality of results required for patient care; verification procedures used are adequate to determine the accuracy, precision and other pertinent performance characteristics of the method; and laboratory personnel are performing the test methods as required for accurate and reliable results;
Work with the Quality Assurance department to enroll in a proficiency testing program for all analytes tested for which the agencies have proficiency specimens and ensure that the specimens are processed and tested according to regulatory standards;
Evaluate all proficiency testing results and review them with the appropriate staff to identify any variances that require a corrective action plan;
Ensure that reports of test results include pertinent information required for interpretation.
Co-ordinate any necessary activities that relate to the integration of new technology and the Laboratory Information System.
Professional Leadership
Interact with and support other laboratory directors involved in the service industry;
Represent the organization in the national and international scientific community;
After the demands of laboratory services are met, directors are encouraged to publish, attend meetings and perform other professional duties as deemed appropriate by the management.
Communication
Communicates effectively with team members and maintains good inter-functional liaison to ensure smooth implementation of operational activities.
Communicates applicable regulatory requirements in a timely and clear manner within the division.
Qualifications:Education
PhD or doctorate degree in appropriate field of laboratory medicine
Experience
Minimum of five (5) years experience in directing clinical laboratory
Preferred
Previous experience directing a College of American Pathologists &ISO 15189 accredited clinical laboratoryExperience with International Organization for Standardization accreditation processes
