Ensures that the response capabilities of the base are always maintained to the highest level of readiness by effectively supervising the day to day activities and response team members. Will proactively coach, motivate and encourage team development to maintain and continuously improve their confidence, skills set and abilities towards a collaborative and coordinated response service.KEY ACCOUNTABILITIESBase Management Function
  • Oversees the base staff performance and training in order to ensure high levels of engagement and productivity.
  • Ensures that Base and Operational activities are carried out with due regard for Team safety and environmental consideration in line with ADNOC 100 % HSE culture and ADNOC HSE Standards.
  • Leads Base activities including operations, maintenance, HSE, and logistics to ensure resource readiness and preparedness.
  • Develops Annual and Monthly Logistics, HSE, Maintenance, and Operations Plans.
  • Assists in the various HR-related processes within the Oil Spill & HNS Response Base (such as employee attendance, leave, medical check-ups) on a daily basis.
  • Participates effectively in all meetings.
  • Ensures the Base Weekly Performance Report is prepared and reported to the Base Manager for review.
  • Provides the required support to assist the department in all events the department is a part of.
HSE Management Function
  • Participates in Individual HSE Leadership visits as per the annual HSE Leadership plan.
  • Leads the implementation of the HSEAI assurance program at the Base level.
  • Ensures all applicable ADNOC HSE Standards are implemented effectively with the collaboration of the Department\xe2\x80\x99s HSE Focal Point.
  • Prepares and Reviews all the Monthly HSE reports before submitting them to the Department\xe2\x80\x99s HSE Focal Point.
  • Conducts dedicated PTW Audits of operations, projects, and maintenance activities.
  • Recognizes, appreciates, and rewards employees and teams with commendable behaviors; and communicates to the Base Manager.
  • Participates in applying of disciplinary process to violators as per HSE-GA-ST12 HSE Recognition & Accountability Framework requirements and closed within the required timeline.
  • Represents the Base Manager in participating in the Site JCAC to investigate individual violations resulting from incidents, observations, spot checks, site visits, violations, AI inspections, maintenance failures, etc., and recommend consequences based on the severity within the required timeline.
  • Carries out risk assessments for all new and high-risk activities related to operations, projects, and technical activities
  • Participates in reviewing the Department\xe2\x80\x99s HSE Risk Register to cover site-specific risks and newly arising risks from all locations/operations.
  • Reports HSE observation as per the annual approved target, and encourages all the base individuals to report HSE observations.
  • Reports, analyses and communicates HSE observations: unsafe acts, unsafe conditions, near misses & positive observations.
  • Communicates Learnings (HSE LL) from incidents to the targeted group of employees through engagement sessions
  • Implements Department\xe2\x80\x99s Competency Assurance Program and Personal Development Plan in collaboration with Specialist, Training, and Competency.
  • Reports all workplace incidents including HIPO and prepares TOR and forms an incident investigation team for all incidents, and carries out the incident investigation as per the required timeline.
  • Assists the Base Manager to nominates employees to attend the HSE In-house Training and ensures participation/attendance of all nominated employees.
  • Conducts asset-level assessments to validate abatement opportunities (feasibility and economics) identified in carbon strategy to achieve the 25% target and identify additional opportunities to achieve ADNOC 2030 Sustainability framework.
  • Plays an assigned role within the Work Management System, and oversees the effective implementation of the system.
  • Leads all the required major changes at the base that are covered by the Management of Change and review it before submitting it to the Operations Support Team.
Exercises and Drills Management Function
  • Develop and Reviews the drills plans, drill reports, and documents related before submitting to the Base Manager, and communicate to the Operations Support Team as per the agreed timeline.
  • Supervises the Base Readiness to participate in National, Regional, and Internationals Exercises.
  • Ensures that ALL base personnel participate in Drills & Exercises as per the internal training and competency matrix.
Audits and Compliance Management Function
  • Supports the closing-out actions of findings/recommendations from Incidents, Leadership Site Visits, JCAC, Emergency Drills, HSE & Operational Audits (Internal/External), HSE Inspections, and HSECES & Performance Standard compliance verification.
  • Supports the implementation of the changes required to close the gaps and findings raised from the audit\xe2\x80\x99s inspections, visits, drills, and exercises for enhancement and continuous improvement.
  • Implements ADNOC L&S IMS, ADNOC HSE standards, Department\xe2\x80\x99s Operating Work Instructions, Forms, and Procedures.
Logistics Management Function
  • Supervises the procurement of all critical spare parts, service consumables, maintenance items, equipment resource, PPE to meet base needs.
  • Ensures the availability of accurate documentation for all activities and Base Manpower in order to support fast and efficient decision-making at the management level, notably during emergencies.
  • Oversees the booking and administrative tasks for the provision of internal and International fixed wing flights for Oil Spill & HNS Response staff as per the Base manpower rotational plan.
  • Ensures that all information and supporting financial documentation (expenses, purchase orders) are collated, organized and processed appropriately.
Maintenance Management Function
  • Leads the implementation of the annual maintenance plan, reporting and gaps in implementation and highlighting remedial action to the Operations Support Team.
  • Ensures the generation of the monthly work orders on time and endorses the close out of the Planned Maintenance.
  • Ensures the required documentation is prepared for any maintenance activity, such as PTW, JSA, FRA, ADR, etc.
Operations Management Function
  • Develops and Leads the implementation of the Base assigned annual Site Specific Protection Plans and further develops predetermined tactical response strategies.
  • Actively strives to improve response capability through continuous theoretical and practical On Job Training.
  • Ensures all response tools (Grab Bag, Operations Room, Communications) are maintained up-to-date and response ready.
MINIMUM REQUIREMENTS
  • HND, Diploma, Bachelor\xe2\x80\x99s Degree in relevant field or equivalent experience.
  • 6 years of experience in Oil Spill & HNS Response field.
  • OPRC OSR Level 3 or IMO (level 3).
  • ICS 100, 200 & 300.
  • HNS Operational Level.
  • STCW.
  • T-BOSIET.
  • NEBOSH IGC/IOSH Managing Safely or Equivalent.
  • Boat Operators Commercial License is preferred.
  • Heavy Truck or Forklift driving licenses are preferred.
