Job Description

Job PurposeProvides quantity surveying services covering all commercial/contract matters within project team in the assigned Asset. These includes measurement and valuation of work done on assigned contracts, reviewing, verifying interim payment proposals, ensuring proper administration of variations covering preparation of enquiries, reviewing and analyzing variation proposals. Provides contracted related advice and control to minimize potential cost overrun and claim situations.Job Specific Accountabilities
  • Monitor and provide contract related and cost control advice to company site representatives and other project personnel with respect to cost and contractual implications of changes in specifications during revisions, changes in site working conditions, etc. Ensures that conditions of contract are fully adhered to and project expenditure remains within approved budget limits.
  • Prepares monthly evaluation of work done on various contracts assigned in liaison with respective project team, based on approved rates as indicated in related contracts. Determines values of work done by conducting proposal measurements or by setting realistic project milestones for effecting timely payments.
  • Ensures that financial and contractual provisions of assigned contracts are interpreted and implemented correctly to protect the Companys financial interests. Includes examining monthly payment proposals / invoices and related Payment Certificates and Variation Orders as applicable, to ensure conformity with contracts terms and conditions. Distributes costs to appropriate charge accounts, where applicable.
  • Receives Technical Packages, prepare the Bill of Quantity (BOQ)/Estimate, create individual Task orders, monitor the budget over runs, conduct joint site measurements and evaluate the payment proposal for Well head and flowline tie-in works & Cathodic Protection works.
  • Manages issuance of task order on time in coordination with project team, finance division and contractor.
  • Evaluates and comments on Variation proposals submitted by the contractor for assigned construction contracts.
  • Coordinates with site construction engineers to maintain complete and up-to-date records of transport, construction plant, materials and manpower used on variations to be carried out on day work basis.
  • Prepares and submit monthly cash flow forecast for assigned projects and updates monthly. Prepares monthly accrual returns on the status of progress achieved and value to-date for assigned construction contracts.
  • Coordinates with successful bidder to discuss and agree project milestones and company procedures related to work measurement, progress reporting, preparation, payment processing, etc. Attends site meetings and prepares related minutes detailing achieved progress, problems and outstanding items to ensure proper documentation of project status.
  • Prepares contract close out and final accounts, includes carrying out final re- measurement of quantities (as applicable) using physical measurements or on the basis of as built drawings.
Minimum QualificationBachelor Degree in Engineering discipline (Civil/Mechanical/Electrical)/or Bachelors degree in Quantity SurveyMinimum Experience, Knowledge & Skills5 years of experience quantity surveying, cost control, and contracts management including at least 5 years in oil and gas industry mainly on the site.Revenues/ Budget: As per approved financial budget
