We are committed to delivering world-class solutions that are innovative and efficient, while always putting safety first.Job PurposeProvides leadership, guidance, and management to fleet vessels on all aspects of 3rd party inspection, health, safety & environment and implementation of best management practices.Key Accountabilities
Closely monitor day-to-day Marine operation ensuring 100% vessel availability and utilization and monitor daily vessel movements
Providing support to the vessel to ensure safety of the cargo, navigation, and other marine operational matters.
Perform Pre-vetting/TMSA / Rightship to identify areas for improvement and to ensure the vessel is operating safely, effectively and efficiently as per the requirements
Ensure vessels documentations, certifications, appearances, crew knowledges, are incompliance with Oil Majors, including OCIMF, Rightship, (ISM, ISPS, MLC code), ISO 9001, ISO 14001 standards, Flag state, Port state, and industry requirements.
Arranging, oversee & follow up with SIRE & Rightship inspections, in addition to ISM, ISPS, MLC, ISO 14001, 50001, 55001 and 45001 audits for all entire fleets.
Uploading the required certificates, documents & reports into the OCIMF database and follow up on all deficiencies and defects and to ensure closure in timely manner.
Preparation and Arranging the TMSA Audit (Office) and Updating the database accordingly.
Verification of all 3rd party inspections, conducting Root cause analysis and prevention actions / measures to be taken and shared with all departments and fleet vessels to avoid any repetitive observation.
Facilitate effective communication and collaboration between the office, 3rd parties, port Agents and offering support to ship staff for any matter related any internal and external 3rd parties inspections (including SIRE, Rightship, port Authorities, Governments, Flag, Class, etc)
Ensure that the Company's objectives, KPIs and HSE Performance objectives (TRIR) are met requirements and targeting to exceed the scores.
Job Specific Accountabilities
Take over of new vessels in preparation for issuing the required certificates, documents and manuals related to ISM, ISPS, MLC and other miscellaneous documents.
Review vessel voyages and use digital monitoring systems to monitor vessel movements and operations to ensure recommended routes are followed especially during transit at HRA.
Prepare and recommend fleet marine budget & monitor financial performance versus the budget to ensure alignment, while minimizing any unnecessary expenditures.
Perform accident/incident investigations, root cause analysis and present findings as a part of investigating team. - Advise vessels with conclusions and findings
Provide and update his mangers: daily, weekly, monthly with lasts Pre-vetting, SIRE, RightShip inspection & any HSE / ISPS / MLC issues
Daily Monitor and issue TRA approvals & process all related movements accordingly.
Arranging the security armed Guards and advice the contracted security company with ship movement over HRA
Arrange supply and monitor all issues related to ships security hardening as well monitor all Security related delivery (new vessels and active fleet) Including Security team arrangements with procurement team as per trading pattern.
Preparing new manuals and publications to all new delivery vessels. Arrange related approvals from flag and class. Monitor and trace all implementation
Assist CSO in his duties and provide daily update to ships when necessary in regards to security incidents and behaviour
Being a member of daily Virtual over VOIP management meetings (tanker , LNG, Dry bulk)
Minimum Requirement
Bachelor Degree in Marine and or Engineering of Nautical Science (Master, COC Class-1 (FG) or Chief Engineer, COC class-1 (FG)) on oil or product or chemical tankers
Experience of minimum of 3 years as a Marine/HSEQ/Vetting Superintendent from operation oil/product/chemical tankers.
Minimum 5 seagoing years in a senior rank with 2 years of which as a Master or Chief Engineer position.
