Stakeholder Manager

Parsons is seeking an experienced Stakeholder Manager to join our Project Management Consultant (PMC) team for a high-profile infrastructure project in Dubai. The role involves developing and maintaining strong relationships with key stakeholders, including government authorities, developers, contractors, and community representatives, to ensure the successful delivery of the project.
As a Stakeholder Manager , you will act as the central point of contact, facilitating communication and resolving conflicts to align stakeholder expectations with project objectives. The ideal candidate will have extensive experience in stakeholder management for large-scale infrastructure projects in Dubai, a deep understanding of local regulatory frameworks and authority approval processes, and a strong ability to liaise with developers and integrate their interests into the project.
What You'll Be Doing:
Stakeholder Engagement and Communication
• Develop and implement a comprehensive stakeholder engagement strategy , ensuring effective communication with all relevant parties.
• Act as the primary liaison between the client, contractors, consultants, and external stakeholders, including Dubai Municipality , RTA , DEWA , Etisalat , DU , and developers .
• Build and maintain strong relationships with government agencies and developers, ensuring their support and alignment with project objectives.
Developer Coordination
• Liaise with developers in Dubai to integrate their requirements into project plans, ensuring alignment with master developments and urban planning goals.
• Facilitate meetings with developers to address their concerns, gather inputs, and provide updates on project progress.
• Ensure project designs and construction plans consider developer requirements, minimizing conflicts and ensuring seamless integration with adjacent developments.
Regulatory Compliance and Approvals
• Oversee and coordinate the No Objection Certificate (NOC) application and approval processes with local authorities.
• Ensure that all project activities comply with local regulations and align with the expectations of regulatory bodies and developers.
Conflict Resolution
• Address and resolve stakeholder concerns, conflicts, and issues promptly to avoid project delays.
• Act as a mediator in negotiations with developers and other stakeholders, ensuring mutually beneficial solutions that align with project goals.
Coordination and Integration
• Collaborate with multidisciplinary teams to integrate stakeholder and developer requirements into project plans and designs.
• Facilitate regular coordination meetings with stakeholders to ensure alignment on project progress, challenges, and solutions.
Risk Management
• Identify stakeholder-related risks, including those involving developers, and develop mitigation strategies to minimize potential project disruptions.
• Proactively address potential concerns from the community, authorities, and developers to maintain positive relationships.
Documentation and Reporting
• Prepare and present regular stakeholder engagement reports, highlighting progress, issues, and next steps.
• Maintain detailed records of stakeholder and developer communications, approvals, and agreements for reference and compliance.
Community and Developer Relations
• Develop and manage outreach programs to address public and developer concerns, ensuring their support for the project.
• Represent the project in forums or meetings with developers, communities, and other stakeholders to communicate progress and gather feedback.
What Required Skills You'll Bring:
• Bachelor's or Master's degree in Civil Engineering, Project Management, Business Administration , or a related field.
• Minimum 10-15 years of experience in stakeholder management for large-scale infrastructure projects, with at least 5 years in Dubai .
• Proven track record of working with developers in Dubai and coordinating with government authorities such as RTA , DEWA , and Dubai Municipality .
• Strong knowledge of Dubai's urban planning and development landscape, including key developers and their approval processes.
• Excellent communication, negotiation, and interpersonal skills to engage effectively with a wide range of stakeholders.
• Proven ability to manage complex stakeholder networks in a fast-paced environment.
• Familiarity with infrastructure project lifecycles, from planning to execution and delivery.
