JOB PURPOSE: Manage field safety operation in relation to all Marine aspects, inspect marine units as per ADNOC offshore standard, end user requirements and maintain compliance. Manage all Jack up Rig & Barge moves in and among ADNOC Offshore concession areas. Maintain Integrity of Marine Units in compliance with International/National/Local Conventions and Company Standards. Provide support for managing vessel contract, ITT cycle technical evaluation and contractors performance. Provides Marine support including Marine technical review of projects documents, scope of work. Monitoring the Contractors KPIs/Services for Rigs and JU Barge Moves and assigned Marine Spreads. Actively engage in Risk Assessments for Jack Up Unit moves, Diving and Mooring operations, Rig Move Assist Tugs and support different phases of Marine projects related to Companys business activities.KEY ACCOUNTABILITIES: Job Specific Accountabilities
Develop, establish, and implement Company Marine Standards (relating to acceptance of Marine Vessels/Units, crew safety training, marine contractors and Standing Instructions for Marine Operations), specific to Company requirements within Company Concession Areas/ Fields, for marine vessel/Units.
Manage Inspection, Verification and Issuance of Field Entry Permits for Jack Up Rigs, Barges and Vessels including Mooring/Dive Support and Rig Move Assist Tugs.
Monitoring KPIs of Contracted services related, but not limited to Jack Up Rig and Barge moves, Mooring Systems deployment and maintenance.
Perform vessel contract management, mobilization and demobilization, port call, on hire off hire andreplacement vessel and monitor and approve monthly hire invoices.
Monitor and control daily operation by observing MCC/Vessel daily report, number of marine units, number of persons, breakdown, vessels location, activities, near miss, accidents, navigation warning ,weather report, change of crew carried out, issue marine notice, field charts updating.
Maintain lines of communication with the Focal points of various stakeholders in the Company (Drilling,Contracts & Administration, Asset Integrity, Aviation, HSE, etc).
In charge of Marine units as per vessel assignment matrix for long-term Chartered vessels, inspections, and dayto- day operation.
Develop, establish and implement ADNOC OFFSHORE Marine Standards (relating to acceptance of marine vessels, crew safety training, marine contractors, JUIMS and instructions for marine operations), specific to Company requirements within controlled areas for marine vessels/Units.
Conduct Prequalification audit and participate in regular performance audits for marine contractors and all chartered vessels and barges to ensure compliance with ADNOC OFFSHORE and statutory standards.
Liaise with end user regarding vessel utilization, outage of vessel for maintenance, HSE observation, and other related contract articles.
Review and Assess Move Documents for jack up Rigs & Barges.
Attend Formal Risk Assessments for every Jack Up Unit move planned in ADNOC Offshore concession areas.
Coordinate with Rig Move Operation Team for Jack Up Rigs and barge movements.
Provide marine advice on various stages of Offshore Field Development projects.
Review all marine operations and standards dispensations and advise the relevant Marine Team Leader.
Assist the Team Leader in developing technical specs and SOW for ITT and evaluation sheet of marine vessels and barges/units and evaluate the compliance of the technical evaluation of vessels and tenders.
Oil spill response readiness, participate in marine operation during emergency, such as oil spill s as member of ERC team.
Participates in marine incidents investigations / analysis, identify causes and Root causes / provide solutions in marine discipline areas and issue recommendations to avoid reoccurrences.
Assist the Team Leader in the preparation for special assignment of vessels/ JUB when moving to site as and when required.
Provide technical and operational support for maintaining & observing the contractor Planned Preventive Maintenance to Minimize service interruptions and ensure continuity.
Monitor offshore weather condition forecast, weather-warning broadcast and ensures it is forward to all marine spreads Engaged with Company.
Assist in Marine operations and act as relief for offshore mariners in case of emergency or otherwise required by Company.
Maintain contact with International Organizations, Regional States, Local Authorities Bodies and Company for updating the marine standards. Participate in international and local forums for discussions and presentations on technical issues relevant to marine technical operations.

Reports
Provide inputs to prepare Section MIS and progress reports for Company Management.
COMMUNICATIONS & WORKING RELATIONSHIPS: Internal
Frequent contacts with various departments / Company personnel on marine technical issues at supervisory level to provide close support on vessel acceptance inspection.
External
Regular contacts with other company personnel on marine issues in relation to maintaining knowledgeable position relating to latest developments in marine units inspections / compliance process and keeping abreast of latest changes to international, national and company legislations.
Maintain contact with international organizations, Gulf States, local regulatory bodies and other ADNOC Group
Close relationship with marine organizations and classification society in respect of marine matters relating in maintaining vessels on business are fully following the marine legislation.
Bachelors degree of Professional Structural Engineer/Naval Architect discipline.
Master Mariner Certificate of competency STCW 95 II/2 .
Marine Chief Engineer Certificate of competency STCW 95 III/2.
Minimum Experience & Knowledge & Skills
8 - 9 years of experience, including at least and operational knowledge related to Marine Offshore Operations, Jack Up Rig and Barge moving, Towage, Anchor Handling, Construction / Maintenance Barge and Dynamic positioning systems (familiarity).
Minimum 5 years of experience as Master/Barge Master/ Chief Engineer/Offshore Construction Project Engineer.
Experience with Marine Warranty Services in the Offshore Industry is preferred.
Experience in Vessel/Jack Up Units auditing using the common marine inspection document and knowledge of companys operational areas considered an advantage.
