JOB PURPOSE:Oversee Islands safety operations in relation to all Marine aspects. Accountable to achieve the oil export loading plan on time, utilizing the available service contract. Inspect related marine units as per ADNOC offshore standard, end user requirements and maintain compliance. Maintain Integrity of Marine Units in compliance with International/National/Local Conventions and Company Standards. Provide support for managing vessel contract, ITT cycle technical evaluation and contractors performance. Provides Marine support including Marine technical review of projects documents and scope of work. Monitoring the Contractors KPIs/Services. Actively engage in Risk Assessments for, Diving and Mooring operations, Tanker Operation, Offshore Maintenance of Tanker Berths and support different phases of Marine Operations and projects related to Companys business activities either at Das or Zirku Island.KEY ACCOUNTABILITIES: Job Specific Accountabilities
Plan & manage tanker berthing and loading schedules in accordance with nominations.
Monitor that the Marine Contractors perform all marine operations in proper and safe manner at Zirku or Das harbor during Day & Night shifts.
Check, control & Issue necessary documents related to, or connected with Tanker Mooring/Loading Operations and advise TBU-OGS Team of any limitations or problems foreseen in Mooring or Loading prior to tankers arrival and ensure that copies of the above is dispatched to parties concerned such as Production, ADNOC/PPA, Site Oil Movement Coordinators Pilots/Loading Masters.
Coordinate with Marine Contractor for strict implementation of safety rules and regulations established by the Petroleum Ports Authority (ADNOC/PPA), the port information manual prepared by Marine Department and to stop loading and advise to close the port in adverse weather conditions or if tanker / loading facilities conditions are unsafe.
Prepare and/or review marine procedures, regulations, standing instruction and working criteria for Das and Zirku Terminal & jetty, such as tanker loading, moving, and mooring of vessels & SPMs tele systems.
Guide/ Support marine emergency operations at sea, such as pollution combat and control, rescue & salvage operations, firefighting, and Oil Spill.
Review records maintained by the contractor's Oil Spill Team with respect to Site nominees training and plans pertaining to OSR equipment readiness.
Technical verification of marine contracts related to Terminals service vessels and personnel involved in technical operations and ensure that contracts are properly executed.
Prepare detailed expenditure plan to ensure viable operations and control expenditure against agreed budgets within approved authority in line with the annual budget & 5-year Business plan.
Create Release orders/Purchase Orders for ILSP/MTO contractors services.
Raise Material Requisitions (MR)/Purchase Requisitions (PR) in SAP system for requirements related to Marine Terminal Operations.
Verify ILSP/MTO invoices on monthly basis.
Processing of Service Entry Sheets (SESs) in the SAP System for the services provided under ILSP/MTO.
Act as member of ADNOC Port Users Advisory Committee (PUAC) for developing & ensuring safe operation of ADNOC Petroleum Ports.
Accountable for internal & external marine audit for the Terminal Marine Operations by surveyors or by Share Holders representatives & initiate remedial action accordingly.
Monitor that Contractor complies with safe working requirements and performance all marine functions during tolerable weather condition.
Support and follow up the development and training of UAE Nationals in all trades related to Terminals Marine Operations.
Monitoring KPIs of Contracted services related to terminal marine operations,
Set priorities for Marine Operation and Maintenance works based on criticality and Company Business requirements.
Maintain lines of communication with the Focal points of various stakeholders in the Company with respect to Marine Operation functions. Attend Formal Risk Assessments for every marine terminal operations in ADNOC Offshore concession areas.
Provide marine advice on various stages of Offshore Terminal Development projects.
Monitor and ensure that the contractor carries out inspection and maintenance of all DAMS and Aid to Navigation and contractor keeps all records of the same.
Participates in marine incidents investigations / analysis, identify Root causes / provide solutions in marine discipline areas and issue recommendations to avoid reoccurrences.
Provide technical and operational support for maintaining & observing the contractor Planned Preventive Maintenance to Minimize service interruptions and ensure continuity.
Participate/Provide respective Terminal Site (Das or Zirku Island) with experience & best practice of marine knowledge to ensure safe execution of these projects.
Arranging Third Party Inspection (TPI) services during marine hose replacement campaigns.
Coordinate with third party (class certification society) for survey and to maintain valid class certification of tanker berths.
Prepare Master Plan for tanker berth marine hose replacement campaign and planned maintenance activities.

Provide inputs to prepare Section MIS and progress reports for Company Management.

Frequent contacts with various departments / Company personnel on marine terminal operation related issues.

Regular contacts with other company personnel on marine issues in relation to maintaining knowledgeable position relating to latest developments in marine units inspections / compliance process and keeping abreast of latest changes to international, national and company legislations.
Maintain contact with international organizations, Gulf States, local regulatory bodies and other ADNOC Group
Close relationship with marine organizations and classification society in respect of marine matters relating in maintaining vessels on business are fully following the marine legislation.
Bachelor Degree in marine Engineering or equivalent relevant disciplines.
Minimum Experience & Knowledge & Skills
Minimum 10 years of experience in Marine Warranty Services (preferred in Offshore Industry), Marine Offshore Operations, Towage, Anchor handling, and Dynamic positioning systems (familiarity)
knowledge of companys operational areas considered an advantage.

Professional Certifications
Master Mariner Certificate of competency STCW 95 II/2.
Master/Barge Master/ Chief Engineer Offshore Construction Project
