Certification/Approval, Audit and Continued Oversight

Assess and recommend/approve Aircraft Maintenance Engineer to ensure AMELs are issued or re issued in accordance with established procedures and as per technical authority manual, including marking of examination paper and conduct oral examination. Monitor and supervise licensing officers and assistants to ensure that all work within licensing activity is carried out in an efficient manner. Ensure all relevant certificates/approvals and/or recommend/oversee for certification/approval of maintenance training organization are issued in accordance with established procedures and as per the Technical Authority Manual to maintain high standard. Ensure all relevant certificates/approvals and/or recommend/oversee for certification/approval of Balloon maintenance organization and associated Balloons are issued in accordance with established procedures and as per the Technical Authority Manual to maintain high standard. Oversee Balloon airworthiness and continued airworthiness and issue associated certificate/approval in accordance with established procedures and as per the Technical Authority Manual to maintain high standard. Develop and conduct the annual oversight (surveillance) program to ensure compliance with standards and regulations. Ensure timely and up to date data in Q-Pulse (Auditing System) to ensure compliance with GCAA's roles and functions.

Ensure that investigations are carried out to determine the cause of incidents and prevent future occurrences and direct coordination with other disciplines (if necessary).

Internal Surveillance Program & External Audit

Implement corrective actions raised against the Department during internal surveillance program to ascertain alignment of Safety Affairs standards in line with international standards and continuous improvements. Support the administration of all auditing activities by external entities of Safety Affairs including ICAO, and IMS to ensure smooth and productive audit.

Document Management

Maintain a comprehensive record of relevant certification, reports, recommendations and general documents to ensure an accurate record and evidence base.

Safety Policy / Safety Promotion and Culture

Assist in providing input into the identification of Acceptable Levels of Safety Performance (ALOSP) to ensure appropriate and achievable targets are set. Improve and implement safety promotion activities to disseminate and nurture a safety awareness culture in the UAE civil aviation industry and to keep industry players abreast of changes to relevant rules, regulations and other aviation safety developments. Provide advice and guidance to the Sector, sharing best practice, trends and the findings of reviews, studies and investigations to prevent future occurrences/incidents/accidents.

Policies, Systems, Processes and Procedures

Assist the management in maintaining on-going liaison with foreign and international aviation regulatory bodies on new requirements and changes to existing safety regulations to foster the safe and orderly growth of UAE civil aviation. Implement Safety Affairs policies, systems, processes, and procedures so that all relevant procedural/legislative requirements are fulfilled while delivering high quality safety services to the UAE civil aviation industry in accordance with customer service standards.

Reporting

Ensure that all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.

Health, Safety and Environment within GCAA

Ensure compliance with all relevant health, safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude as per IMS available standards
