JOB PURPOSE: Maintain the ADNOC OFFSHORE emergency/crisis management system, and to ensure company-wide consistent application and coordinated implementation in respective Business Unit in line with the ADNOC Code Of Practice, ADNOC OFFSHORE Health, Safety, Environment Management system and Industry best practice.3. KEY ACCOUNTABILITIES: Job Specific Accountabilities \xef\x82\xb7 Provide technical advice and steer to corporate HSE and respective Business Unit on issues related to Emergency/ Crisis Management, Oil Spill Response, Contingency Plans, equipment and facilities. \xef\x82\xb7 Pro-actively identify and evaluate relevant issues related to emergency response and Crisis Management, both within and outside the company and advice/ initiate any changes that may be required within ADNOC OFFSHORE. This includes active participation in study group, and task forces and workshop that are set-up by ADNOC OFFSHORE, ADNOC CMT and ADESCO. \xef\x82\xb7 Ensures all emergency procedures are compliant with risk analysis studies, safety cases, audit recommendations, feedback from exercises, drills, incident investigations, and changes in process and industry standards. \xef\x82\xb7 Ensure alignment of all Emergency Response Documentation across the company in accordance with Corporate Standards and Templates. \xef\x82\xb7 Audit of all sites Emergency Response documentation. \xef\x82\xb7 Conducts orientation training for all new Emergency Duty Managers/ Officers, including refresher and the identification of further advance training requirement as necessary. Provision of sufficient suitable resources to staff these positions.Act as custodian of the company Emergency Management Centre (EMC) facilities and the provision of support to the EMT. \xef\x82\xb7 Ensure preparation and issuance of weekly Emergency Management Duty Roster. \xef\x82\xb7 Provide Quality Control to all sites in the development of their annual emergency response exercise programs, to test and ensure emergency response group readiness. \xef\x82\xb7 Represent ADNOC OFFSHORE on emergency response/ crisis management issues within the GCs and act as the ADNOC OFFSHORE representative on the ADNOC Group Crisis Management Steering Committee and ADESCO Committee. \xef\x82\xb7 Establishes and maintains contacts with outside vendors and specialists who ADNOC OFFSHORE Emergency/ Crisis Management Team may requires to call out during a major emergency/ crisis situation. \xef\x82\xb7 Develop the scope of work and supervision of any specialist work on firefighting & emergency/ crisis response services requiring external 3rd party consultant. This includes reviewing the consultant deliverables to ensure it is meeting the required standard and stipulated scope of work. \xef\x82\xb7 Review HSE Interface documents with regards to all emergency and preparedness requirements by ADNOC Offshore. \xef\x82\xb7 Collaborate with all stakeholders in order to prepare and analyse damage assessments following disasters or emergencies. \xef\x82\xb7 Keep informed of federal, state and local regulations affecting ADNOC Offshore emergency plans, and ensures that plans adhere to these regulations. \xef\x82\xb7 Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation. \xef\x82\xb7 Keep abreast with the latest technology and management techniques and review it applications/ implications to ADNOC Offshores operation and advise any changes required from time to time. \xef\x82\xb7 Oversee emergency & crisis management procedures and programs both for sites and Head Office to ensure the company's state of readiness & preparedness at all times \xef\x82\xb7 Development of guideline and governance documentation to support field ICS procedures with support.4. Generic Accountabilities Supervision \xef\x82\xb7 Plan, supervise and coordinate all activities in the assigned area to meet functional objectives. \xef\x82\xb7 Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives. Budgets \xef\x82\xb7 Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives. \xef\x82\xb7 Investigate and highlight any significant variances to support effective performance and cost control Policies, Systems, Processes & Procedures \xef\x82\xb7 Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Sections / Department work programs in line with Company and International standards.Performance Management \xef\x82\xb7 Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework. Innovation and Continuous Improvement \xef\x82\xb7 Design and implement new tools and techniques to improve the quality and efficiency of operational processes. \xef\x82\xb7 Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function. Health, Safety, Environment (HSE) and Sustainability \xef\x82\xb7 Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices. Reports \xef\x82\xb7 Provide inputs to prepare Section MIS and progress reports for Company Management. 5. COMMUNICATIONS & WORKING RELATIONSHIPS: Internal \xef\x82\xb7 Regular contact with HSE Business unit. \xef\x82\xb7 Frequent contact with various division, i.e Audit Assurance Division, Projects & Engineering and Operation Support. \xef\x82\xb7 Regular contact with ADNOC Group Companies for sharing knowledge and exchange information. External \xef\x82\xb7 Frequent contact with Technology Providers. \xef\x82\xb7 Contact with 3rd party HSE Study Consultants/ Vendors. 6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification \xef\x82\xb7 Bachelor Degree in or equivalent with relevant accredited certifications in Emergency Response & Crisis Management discipline. Minimum Experience & Knowledge & Skills \xef\x82\xb7 8 - 9 years of experience, including at least experience in an Oil & Gas (Exploration & Production), Chemical process, or similar industry. \xef\x82\xb7 Good Knowledge and understanding of the Incident Command System (ICS) which ADNOC is planning to adopt, current disaster recovery planning techniques and technologies as well as the ADNOC HSE Risk Management Guidelines. \xef\x82\xb7 Able to communicate effectively, both orally and in writing. English is the language of use but a working knowledge of Arabic is desirable. The individual should be knowledgeable of local and state requirements related to emergency response. \xef\x82\xb7 Skill is required in the use of computers and Windows based programs. \xef\x82\xb7 Ability to develop, prepare and implement effective emergency plans, procedures and documentation.\xef\x82\xb7 Working knowledge of all areas of the organization and a clear understanding of ADNOC OFFSHOREs key functional processes and available resources. \xef\x82\xb7 Strong interpersonal skills to interface with managers and staff at all levels of the organization. \xef\x82\xb7 Working knowledge of data and voice communications system which are a key component of emergency response system.
