• Lead and drive the development, implementation, and continual improvement of process safety management (PSM) system, standards, practices, and tools including

audit/assurance protocols to effectively manage and control process safety risks across ENOC businesses and projects globally.

• Act as group-wide technical authority on PHA (process hazard analysis) and COMAH

(control of major accidental hazards).This role is highly critical to prevent major process safety incidents or business disruptions with potential for catastrophic safety, environmental or business impacts in ENOC.Principal Accountabilities1) Design, implement and improve risk based PSM group practices and solutions: Develop, continually improve, and drive the effective implementation of corporate PSM framework, management system, standards & practices, specifications, tools & guidelines, and assurance plans & protocols aligned with prevailing international best practices and legal requirements.
2) Establish, implement, and improve PHA and COMAH group practices: Develop, continually improve, and drive the effective implementation of corporate standards, practices, methodologies, and tools on PHA and COMAH to manage process safety risks in ENOC group to ALARP (As low as reasonably practical)
3) Group-wide Technical Authority (TA) on PHA and COMAH: Provide technical leadership and advisory to ENOC operations and capital projects on PHA and COMAH. Provide deep functional expertise across the group on PHA and COMAH tools and techniques including, but not limited to, HAZID, HAZOP, SWIFT, LOPA, SIL analysis, Consequence Analysis, QRA (Quantitative Risk Assessment), Bowtie analysis, Facility Siting, F&G mapping, Human Factor analysis, COMAH studies, Alarm Rationalization, SCES (Safety Critical Equipment & System) identification and management, PSSR, MOC, Hazardous area classification, CBA (Cost benefit analysis) etc.
4) Integration and due diligence of Process Safety in capital projects and potential ENOC acquisitions: Lead and drive the integration of process safety requirements and due diligence in ENOC capital projects (design, construction, commissioning, operations, and abandonment) and potential ENOC acquisitions and investments.
5) Analyse and audit PSM practices: Analyse and audit PSM practices and programs in ENOC operations and capital projects. Escalate and cascade matters of concern through appropriate channels to ensure that PSM risks are dealt at aooropriate level of organization and future/emerging PSM risks are being mitigated and controlled effectively and adequately.Additional Principal Accountabilities6) Analyse and provide solutions to complex process safety issues: Analyse process safety concerns of grave nature across the ENOC group using sound engineering and risk-based process safety principles and develop recommendations/ solutions to keep process safety risks within \'ALARP\' and for continuous risk reduction.
7) Participate in PSM reviews and studies: Lead/ participate in PSM Audits, incident investigations, PHA workshops, Project stage gated HSE Reviews (PHSERs) or any other PSM related activity as directed by the Line Manager.
8) Perform quantitative consequence analysis: Analyse and quantify consequences associated with process safety risk scenarios using mathematical models and advanced consequence analysis software such as PHAST or Shell Shepherd.
9) Support PSM competencies development: Support developing and enhancing process safety competencies and awareness across the group including designing and delivering specialist certified training programs on PSM, PHA and COMAH. Handhold the ENOC Businesses in implementing the PSM group standards and practices.
10) Support Process Safety performance management: Develop and support implementing process safety performance indicators (PSPI) to track the status and performance of PSM across ENOC group.
11) Internal & external communication:

• Internal: Has regular communication with the Manager - Technical Safety and other GHSE professionals. Build strong relationships and work in close collaboration with Operations, Maintenance, Engineering, Projects and HSE leadership across ENOC group businesses and shared services.
• External: Interfaces with peer companies, consultants and contractors/vendors related to ENOC projects or PSM consulting services. Actively participate in external industry networks to keep track of PSM/PHA best practices and developments.

ExperienceMinimum Education

• A recognized engineering degree in chemical, mechanical or a related field

Required Experience and Technical Skills

• Minimum 8 years of experience in Oil & Gas process industry (Refinery / Petrochemical / E&P / Gas Processing) of which at least 5 years of experience must be in developing and implementing PSM programs including PHA and design reviews.
• Direct experience of 3+ years in oil & gas process plant operations and/ or Technical Services is highly desirable.
• Mastery/highly skilled in application of PHA and COMAH tools and techniques (Such as HAZOP, LOPA, SIL, Consequence analysis, QRA, Bowtie, Facility siting, F&G mapping, Hazardous area classification etc.) and process safety incident investigation tools (such as BSCAT, Tripod Beta, TapRoot etc.)
• Skilled in quantitative consequence analysis using DNV PHAST or Shell Shepherd
• Working knowledge of human factors and asset integrity technical aspects
• Strong understanding of O&G process plant operations with demonstrated expertise and thorough understanding of Process Safety risks.
• Sound knowledge of international codes and standards and industry best practices pertaining to PSM
