Responsibilities:


Technical Competency


• Ensures team member adherence to generally accepted engineering and design practices, regulatory requirements, and customer specifications.



o Supports the standardization of equipment specifications, drawings, and document templates.



oContributes to the understanding of technical knowledge, legal requirements, and customer specifications whenever viable and lawful.



o Uses local/global standards to support technical excellence.


o Supports checking, peer reviews, and incorporation of comments and findings.



o Technical writing activities, in particular, production of technical reports and operating manuals



.o Identify the safety engineering scope of work from basis of design.


o Conduct HAZID & HAZOP workshops.


o Design Safety Reviews / Studies, Layout, EERA, ESSA, F&G, Dropped Object, Hazardous Area



.o Ensure technical integrity of the Safety & Risk discipline's deliverables through the implementation of checking and design review activities.



o Document key design decisions that may have a significant safety impact.


• Squad checking of deliverables
• Updating lessons learnt in the lessons learnt register.
• Safety & Risk Studies:



o Preparation of Safety & Risk Philosophies.


o Design Requirements for Safety Systems.



o Active Fire Protection Design (PipeNet).


o Passive Fire Protection Design.



o Fire and Gas Design.



o Hazardous area classification



o Escape routes and safety equipment specification.



o Formal Safety Assessments.



o Identify major Accident Hazard events and apply a formalised approach of hazard management to identify and provide means of mitigation and reduction of hazards.



o Safety Critical Element & Performance Standards.


o Design Safety Reviews / Studies, Layout, EERA, ESSA, F&G, Hazardous Area.


• Undertake Fire and Explosion Studies and other Risk based studies consistent with Safety Case application. This includes Non Flammable Analysis Studies, Smoke Dispersion modeling, Escape and Rescue Modeling and Emergency System Vulnerability Assessments.


Project Execution:


• Knows the project and discipline scope/cost/time requirements, assists the team to meet expectations, and coordinates with other disciplines to ensure project success.
• Implements innovative solutions, technology advances, and methods to effectively deal with working out of sequence.
• Supports Lead Engineer in monitoring quality activities and takes action where required.



o Manage safety design and any design changes within budget and schedule.



o Prepare and participate in weekly discipline meetings, prepare progress reports and follow required checking procedures.



o Review and approve all related technical documents and coordinate with the Lead Engineer.



o Management, technical execution and completion of engineering assigned tasks in the specific safety discipline area


• Execute verification, studies and detail design following best engineering practices and optimization in term of cost, construction simplicity, operability and maintainability, HSSE.



o CTR Management & progress reporting, Estimation of work scopes & CTR



o Proactively seek an understanding of the safety hazards and risks associated with the asset lifecycle of the designed product, plant or structure.



o Support discipline man-hours estimates for new proposal and development of deliverables lists



o To deliver the disciplines design deliverables within the man-hour budget.



o Prepare Equipment specification (i.e. Fire-fighting, Life saving)


• Complete Risk Assessments for clients using Excel spreadsheets or visual basic programs (SMORM & HARRI) developed by Worley Safety & Risk Management.



o Develop Event Tree & Fault Tree as appropriate to meet client requirements.


• Provide recommendations to assist client management with regard to safety and risk issues.


Project Deliverables


• Gathers data from multiple sources and prepares engineering studies, analyses, calculations.


• Determines technical issues, defines alternate solutions, establishes pros/cons for multiple solutions, and makes recommendations through official project documents such as technical queries, technical deviations, etc.


• Creates final documentation incorporating all relevant information and pursues customer approval.


• Reviews documentation to assist others and reviews/authorizes work done by direct reports.


• Evaluate new technology advancements against existing design standards and revise where applicable.


• Identify and review new technology development which could be applicable in providing more cost-effective facilities.


• Perform discipline specific engineering services such as:

a) Identify and report changes to project scope;


b) Contribute to appropriate studies, analyses and recommend actions;



c) Assist with the preparation of detailed designs and drawings, specifications, data, calculations and reports;


d) Provide assistance during procurement, construction and commissioning activities.


• Raise a suite of project deliverables including procedures, design basis and HES Plan & Schedules of Activities


Procurement Support


• Incorporates information from multiple sources into equipment/material specifications, data sheets, testing requirements, and material requisitions.


• Reviews similar documentation to assist others and reviews/authorizes work done by direct reports


Site Support


• Seeks input from knowledgeable sources, participates in constructability, operability, and maintainability reviews, and ensures that requirements are incorporated into engineering/design.
• Create plans or documents that supports construction, testing, commissioning, operations, maintenance, or decommissioning.


Quality Assurance


• Responsible for working within the provisions and guidelines of the Quality Assurance systems.


Safety

• Responsible for personal safety safe working practices. Understand and follow OH&S procedures


• Promoting health, safety and environmental awareness


Knowledge/Experience/Competencies Required


Job Specific Knowledge:


• Demonstrate a visible and active commitment to HSE management and its associated requirements in a project environment


• Highly effective technical and practical engineering skills in the Safety & Risk discipline, and able to consistently deliver quality, accurate and timely work to Worley and its clients.


• Specialized expertise of the fundamental requirements of the Safety & Risk discipline, and the basic requirements of other disciplines.
• Specialized expertise of applicable local and international standards and statutory and regulatory requirements.


• In-depth knowledge of safety design/engineering with wide experience in multi-discipline areas


• Excellent report writing skills.
• Extensive working knowledge in: Hazard and Risk Management, Concept Option Selection, Inherent Safety Review, Fire & Explosion Analysis, Fire Protection related studies, Formal Safety Assessments, Safety Critical Element & Performance Standards, QRA, Safety Case, Reliability Studies (including FMEA and RAM), SIL Assessments, Active Fire Protection Design, Passive Fire Protection Design.


• Experience in facilitation HAZOP and HAZID workshops
• Experience with Reliability/Availability Studies for offshore/onshore Petrochemical Industries


• Exposure to Safety Management principals, application and relevance in Risk Assessments


• Experience with completion of Safety Cases for offshore or onshore facilities


• Expert level knowledge in - Safety & Risk Engineering (Active and Passive Fire protection system design, Fire and Gas detection system design, Hazardous area classification), Safety and Risk Studies (QRA and FERA)

Qualifications:

Industry Specific Experience:


o Relevant years of safety design in onshore/offshore oil & gas industry in a brownfield environment. o Performs as a professional Safety & Risk engineer for projects and plant modifications from Front End Development through execution, commissioning and start-up.


• Recent experience in an engineering consultancy in a multidiscipline environment is essential.


Education - Qualifications, Accreditation, Training



: o Full-Time Bachelor's Degree in Chemical Engineering from an accredited university



o MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period.



o Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage
