The Senior Regulatory Accountant is responsible for assisting the Regulatory Financial Review Section Head in managing the review and/or approval of the sector subsidy budget, as well as reviewing financial statements and financial performance in accordance with the regulations, codes, and standards applicable to licensed entities or new license applicants.
In addition, the Senior Regulatory Accountant is in charge of overall oversight and evaluation of the financial performance and health of licensed companies operating in the sector.
Furthermore, the Senior Regulatory Accountant shall review the audited financial statements of existing licensed companies in order to ensure compliance with regulations, financial and accounting standards, and to assess their resources in order to continue providing secure and efficient services to customers.
Additionally, the Senior Regulatory Accountant is responsible for developing or approving appropriate financial frameworks and methodologies for the sector's use.
Lead the review of the audited financial statements of the licensed companies in the energy sector and preparation of reports for DoE management on the financial health and performance of the companies highlighting areas of improvement and risks. This primarily includes three reports on the financial performance: companies that control prices, Independent Power, and Water Producers (IWPPs), and Independent Sewage(wastewater) Treatment Plants (ISTPs), and District Cooling (DC) service providers. Support the Financial Senior Specialist in managing reviewing and approval of the subsidy budgets of the licensed companies for submission to the Department of Finance (DOF) taking account of the applicable price controls and green or subsidy payment contracts (without the review and approval of the detailed operating and capital expenditure budgets Support the assessment of the financial health and resources of the existing licensed companies to ensure continued secured and efficient provision of services to customers. Assess the financial performance of the existing licensed price-controlled companies against the price control assumptions and allowances and against the previous year performance. Review and approve the periodic financial reports submitted by the licensed companies operating in the sector identifying errors / discrepancies, if any and recommending any improvements. Assist the Financial Senior Specialist in preparing and submitting annual financial performance reviews for companies subject to price control, Independent Power, and Water Producers (IWPPs), and Independent Wastewater Treatment Plants (ISTPs). Establish or approve suitable regulatory guidelines for the licensed companies in relation to audited financial statements. To the extent directed by the Abu Dhabi Accountability Authority (ADAA) or the licensed companies, facilitate coordination among them to ensure that (a) financial audits of licensed companies are conducted in accordance with ADAA guidelines and applicable auditing standards, and (b) licensed companies comply with applicable financial and accounting policies and procedures. Manage preparation of reports for DoE leadership providing overview of the financial performance, financial risks, and investment proposals of the licensed entities in the energy sector.
