To manage all Engineering requirements per the relevant scope requirements, ensuring that all statutory/consultants/local authorities approvals and guidelines are adhered to and that all procurement/material/material submittals are in line with the overall requirements of the contract and Draughting and Engineering is resourced/managed.
Core Job functions
• Ensure that all contract specifications and guidelines are adhered to at all times during the commencement/construction/hand-over periods of the project. Ensure that material submittals are issued with the relevant consultants requirements and that they are submitted in a format that indicates compliance with specification and country of origin. A register must be put in place and maintained at all times.
• Ensure that all Method Statements & Risk Assessments are in line with company HSE/QA-QC procedures and suit the appointed Consultants requirements This information must also be recorded on a usable platform. Make sure that all compliancy statements, testing and commissioning, spares, warranties and delivery period requirements are upheld at all times.
• Manage a procurement/long lead item schedule in tandem with your line managers indicating delivery dates and the status of the pending material/s deliveries and follow up delivery dates whilst recording any issues which may impact programme delivery.
• Control the dissemination of contractual documents (drawings/contracts/specifications) - usable drawings and information must be issued to the relevant site team members to be able to carry out works per the specifications and contract requirements within the time frame of the programme. Changes to the scope of works must be forwarded to the Commercial Team immediately.
• Manage the Drafting team on site and make sure that all drawings are checked and signed off prior to issuing to the relevant Consultants - a weekly record of Drafting output with a four week look ahead and drawing submittal must be maintained at all times. Information and Engineering that is coordinated with offshore Draughting Teams must be accurate and detailed.
• Value Engineering and Planning must be applied to all facets of the contract, you will be required to produce/submit a VE document during your review. You will also be expected to carry out/manage full material take-offs and issue the relevant measurables in tandem with the SE's & CM's and confirm compliancy requirements are adhered to at all times.
• Make sure that all Design, Engineering and Installation details are checked for compliance, usability, functionality and are in line with the overall design specifications and requirements. Make sure that Testing & Commissioning Requirements, Spares Requirements, Warranty and Defect Liability Periods are recorded and agreed with the relevant suppliers before issuing PR's and releasing LPO's.
Duties and Responsibilities.
1. Ensure high standard of quality workmanship on site:
a. Ensuring that the Construction Documentation is timeously available, sufficiently detailed and co-ordinated to enable the works to be carried out.
b. Ensuring the quality of work performed on site meets and exceeds the project specifications and industry requirements;
c. Ensure works are carried out in accordance with the engineering drawings.
d. Ensure correction of substandard work by relevant parties;
e. Ensure implementation of quality control and quality assurance procedures and testing;
f. Record keeping and reporting of quality problems with recommendations for corrective and prevention actions to Quality Control Management.
2. Ensure total Human Resource Management on site:
a. Direct control, motivation & discipline of line management and engineering-draughting teams.
b. Ensure application and adherence to Industrial Relations and Disciplinary Procedures.
c. Ensure safe work environment and employee compliance to safety regulations and company safety policies.
d. Chair & Attend HSE Meetings
e. Implement and track performance management for all employees reporting into this position.
f. Implement and track rewards & recognition processes for all team members (including salary raises, bonuses, upgrading and promotions, etc.);
g. Attending with employee needs, problems and well-being (mentoring, coaching, personal problems, compassionate leave, etc.).
3. Contract improvement actions:
a. Increase drawing efficiency with cost effective engineering solutions.
b. Continuously implementing efficient construction methods and techniques.
c. Ensuring that goal orientated construction is implemented on site.
d. Applying specialist knowledge and input from internal & external team members for costing of various construction methods;
e. Interpreting drawings for the site delivery team and continuously monitoring their outputs and deliverables.
f. Querying drawing details with Architect & Design Engineer directly or indirectly through the Contract/Project Manager or Site Manager.
g. Ensuring that works / materials / equipment are correctly scheduled and planned in order for the project to be delay free.
4. Safeguard and promote ALEMCO's interests when dealing with Clients, Subcontractors and Suppliers:
a. Control & discipline of relevant Sub-contractors/Suppliers works Packages
b. Develop a full understanding of all Sub-contractors/Suppliers Scope of Works and control their activities on site in accordance with the Programme and correct sequence.
c. Ensure full development of drawings & details occur from Project Design Team and querying unclear or missing information with the responsible consultant.
d. Ensure that Engineering delivery Silo's are managed correctly and Draughting teams have the correct information to carry out their daily tasks.
e. If required, Chair, coordinate and record regular subcontractor meetings and give instructions to subcontractors.
f. Contractually record the status of the project and ensure that company is protected against claims and delays both Upstream & Downstream.
5. Ensure contract programme deadlines are met and exceeded where possible:
a. Interpretation of the Construction Programme - Make sure the Engineering resource covers the delivery requirements.
b. Provide detailed project plan, activities and deadlines within parameters of contract programme;
c. Ensure efficient scheduling and control of project by effective control of materials/equipment procurement, resource utilisation, variation assessment, project engineering and project cost control
d. Implement and maintain full procurement, appointment, information required, programme and progress, commissioning schedules.
e. Implement and maintain daily and weekly programme targets and work sequences with Construction Managers /Supervisors / Site Engineers / Foremen.
f. Ensure that all necessary contractual records are detailed and recorded to Client.
g. Liaise with Local Authorities and notify the responsible consultant if construction details differ substantially from approved details;
6. Materials and Engineering Requirements
a. Manage and control draughting hardware and software requirements.
b. Maintain maximum cost efficiency and apply zero waste policy for consumables.
c. Uphold production requirements and update inefficient/poor equipment.
d. Educate draughtsmen with regards to drawing and cost efficiencies.
e. Ensure clean work areas and productivity improvement.
7. Administration:
a. Implement CADMEP and library requirements.
b. Draughting Efficiency / Cost Control
c. Planning & scheduling of draughting deliverables - on time and in budget.
d. Co-ordination of detailed site installation works for modular construction.
e. Co-ordination of works and engineering deliverables with site teams.
f. Management of weekly planning/costing.
