:Parsons is looking for an amazingly talented Senior Marine Resident Engineer to join our team! In this role you will get to provide on-site technical expertise, oversight, and coordination to encourage successful execution. Provide oversight for construction activities, coordinate with various stakeholders, and ensure compliance with design specifications, quality standards, and project timelines.What Youll Be Doing:Senior Marine Resident Engineer shall Manage a large team on a major marine project. The Senior Marine Resident Engineer (SMRE) shall be responsible for management and execution of the project schedule and budget. Perform financial analysis related to projects. Work with the Design and Construction staff to execute projects on schedule and within budget. Manage clients and in-house staff to bring projects in at cost and on time. SMRE shall lead a specialized Marine Construction Supervision team to satisfy the requirements of the agreement fulfilling the duties indicated as the Engineer in FIDIC.SMRE shall also develop new opportunities from new and existing clients. The SMRE shall prepare and oversee preparation of technical and commercial proposals, including man-hour estimates.Prepares Project Execution Plan within two weeks of Project start. This should define the Project, including scope of work, deliverables, schedules and specific client requirements, if any. This shall also include the budget estimates and staffing requirements for the projects.Provides direction, making decisions and/or obtaining additional assistance as the situation warrants to ensure project completion per schedule and budget. This may include obtaining the services of external agencies.Promotes technical excellence, with a strong emphasis on Marine best practices, on the project, including furtherance of the Quality Improvement Process. Ensures that adequate checking is performed in accordance with policy and procedure.Ensures that work is coordinated between the Design staff and Construction staff by maintaining clear and frequent communications. This should include constructability reviews, and optioneering exercises by the delivery team on the design produced.Advises management regarding any problem areas, staffing requirements, delays in production, scope changes, or other events which could affect project completion and/or profitability.Initiates and/or reviews change order requests for additions, deletions, or changes to the original scope of work. Keeps track of all financial impacts, and potential internal claims.Lead and assist in the creation of a monthly reporting cycle along side the project controls teams.Lead and manage the quality assurance team in establishing and deploying PIL QAQC best practices for the marine environment.Participate in regular monthly, bi-weekly, and weekly meetings with all disciplines internally, and externally with the client and other stakeholders.Collaborate closely with the contractor to understand the project schedule and identify any potential challenges. Work together to develop strategies for staying on track and addressing delays.Monitor and track progress regularly. Utilize tools like Gantt charts or project management software to visualize and communicate progress.(P6 Project Planner)Ensure timely review and approval of shop drawings to avoid delays in the construction process. Effective communication with the design team and contractor is key.Address RFIs promptly to avoid bottlenecks in decision-making. Efficient communication with all stakeholders is essential to keep the project moving forward.Establish a clear process for handling change orders. Ensure that changes are documented, reviewed, and approved in a timely manner to prevent disruptions.Streamline the payment requisition process to ensure that contractors are paid promptly for work completed. Verify quantities and compliance with project specifications before approving payments.Regularly compare project drawings to the actual work in place to identify any discrepancies or issues. Address changes or modifications as needed.Implement key performance indicators (KPIs) to measure project progress. Regularly analyze data to identify trends and make informed decisions.Stay informed about and ensure compliance with all relevant permit requirements. Regularly communicate with regulatory authorities to address any concerns or changes.Maintain open communication channels with all stakeholders, including government agencies, communities, and other relevant entities. Proactively address concerns and foster positive relationships.Completes other responsibilities associated with this position as may be appropriate.What Required Skills Youll Bring:Bachelor's degree in Engineering (or related field)20+ years of related field engineering experience with a Marine Emphasis, or a broad general engineering background is requiredExperience with Marine Construction, Soil Stabilization/soil mixing requiredFamiliarity with Project Management Tools like Primavera RequiredUAE based experience is requiredPotential to perform in a lead capacityExcellent written and oral communications skills (Mastery of the English Language)Familiarity of industry practices and regulations are required.Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering software for use on project.Minimum Clearance Required to Start: Not Applicable/NoneParsons is an equal opportunity employer committed to diversity in the workplace.
