Job Description

: Plan, Organize, Supervises and coordinates various HSE and fire related activities which include assisting Management in the preparation and implementation of Health, Safety and Environment (HSE) programmes, reviewing proposals for safety, finalizing plans for same and preparing annual budgets. Monitors and supervises projects development and administration. The work encompasses ADNOC Corporate Headquarter; ADNOC owned and leased Flat and Villas, ADNOC Technical Institute (ATI), Petroleum Institute (PI)/Hostels & Sheikh Khalifa Energy Complex (SKEC), GLENELG Schools/Housing Abu Dhabi and MadinatZayed.Plan & supervises the activities of assigned personnel in the Safety Section. Performs supervisory functions and exercises financial authority at the level established by management for the position.To be conversant and ensures proper implementation of approved Company HSE policies, procedures and standards; reviews them continuously for improvement of operations in the light of changing requirements. Issue instructions for correct safety operation.Participate in the preparation of safety technical equipment contracts, including preparing Scope of Works and BOO for contracts relating to the role, including maintenance of the contracts once awarded and oversee the continuance of contractual obligations are being met.Interprets safety aspects of service contracts applied to contractors. Ensures compliance with contractual obligations and operation of sound safety procedures, standards and practices. Includes reviewing Engineers\' evaluations of contractor\'s performance on safety aspects and producing overall rating assessments and following up with contractor\'s management on areas of concern.Proposes or reviews departmental Engineers\' proposals regarding safety services and enhancement and finalizes recommendations. Includes obtaining management approvals; finalizing safety specifications and chairing committees in the development of implementation procedures.Determines and makes appropriate decisions in consultation/coordination with fellow Engineers from other departments to modify!alter systems to avoid total failure of the same, such as air conditioning, electrical power, fire alarm system and water supply system.Ensures through review and analysis that Engineers consider safety aspect when preparing feasibility reports and cost estimates for undertaking additions! alterations in office/residential buildings. Endorses safety aspects and ensures that contracted works for such additions/alterations are carried out as per CLIENT\'s policy. Includes periodically advising management on the safety condition of all buildings due for renewal (leased and owned).Carry out competent in-house studies in support of operations and projects including but not limited to, HAZID, HAZOP, SIL, Total Risk Management Reviews, LOPA, Bow-Tie Analysis, Hazardous Area Classification, Consequence Modelling and ALARP DemonstrationUpdates the Safety Management Action Plan (SMAP) and propagates through all concerned, including the top management.Prepare and train Safety & Security Personnel with regards to Hazard Identification and Risk Assessment Register (HIRAR), controlling risk, keeping pertinent records, monitoring and subsequent review of Risk Assessment.Visit new projects (major or small) for initial assessment on safety issues and closely monitor safety activities of the facilities through periodic visit, including activities of Safety Supervisors and their reports.Directs and oversees the provision of professional safety function to projects and schemes of various sizes within General Services Division, to other Divisions/Directorates as required and to external consultants.Conducts meetings with consultants and suppliers to evaluate pre-design information/data on safety.Provides safety management function to projects of various sizes within General Services Division, ensuring liaison with and the provision of such service/function to Projects Directorate and Supply Division.Plans emergency evacuation for CLIENT Corporate HQ Tower and Sheikh Khalifa Energy Complex
(SKEC), follows up on implementation of evacuation plan and arranges emergency drills.Evaluates and approve preparation of monthly activity safety reports. Includes highlighting activities/areas for improvement and making recommendations to management regarding overall performances.Performs other similar or related duties as assigned, such as providing safety advice to Engineers regarding changes in layouts as/when requested by various Directorates; ensuring the maintenance and updating of all files and records; etc.Provides in-house basic fire fighting, fire warden, basic first aid, AED and CPR training to security staff and fire wardens.Ensures that all CLIENT employees, visitors and contractors are aware of the Emergency Response Procedure Plan and the location of each Emergency Clinics in all CLIENT owned facilities.Review annually all accidents, incidents and near-misses and make meaningful inputs to identify the intended trends and help analyse the risk involved.Create training modules for General Safety and Health Orientation for all client\'s New Entry Point and training guides for health and safety awareness seminars and other related programs to clients employees.
