Senior Estimator & Scope OptimiserPosition Location: Abu Dhabi, UAEOur client, an Oil & Gas operations giant, are looking to add a Senior Estimator to their team based out of the Abu Dhabi offices.The role will be contract based working on a Monday to Friday basis, and will offer an attractive day rate and opportunity to work for a major player in the Energy sector.Duties & Responsibilities include:Estimating
Prepare project estimates - to support various stage gates, studies, and option selections
Preparation of quick Order of Magnitude estimates, factored estimates, and detailed estimates based on quantity take-offs
Prepare supporting cost risk analysis where required
Evaluate Lifecycle costing to support design option selections where required
Prepare suitable project cost phasing to support cashflows and financing
Prepare suitable benchmarking where appropriate to support estimate reviews
Cost analysis & development of databases and cost trend curves for various equipment and project types to help with benchmarking
Prepare and update estimating procedures and estimating basis documents
Support ministry cost team (MCT) estimate reviews (as needed)
Carry out initial feasibility studies if required
Provide cost inputs for ADP discussions and inputs to finance for multi-year development plans
Provide project cost inputs for regular management reporting
Support preparation and review of any third-party estimates
Scope Optimisation
Promoting value engineering throughout the design process and challenging engineering contractor to develop fit-for-purpose engineering solutions considering the brownfield nature of Rumaila oil field.
Support options selection during concept work by developing suitable cost blocks for individual studies
Determination and optimisation of project scope requirements and coordination with engineering and other sources for overall estimate preparation
Support with technical consolidation of various studies for decision making
Support technical option selection
Support with reviewing SOR, SOWs to align with cost estimates
Review of some key technical deliverables to align with cost estimates
Continually seeking areas where the engineering contractor can become more efficient and then working with the engineering contractor to improve efficiency in those areas.
Highly aware of financial constraints the business is facing and suitably steer the technical teams to propose optimal designs.
Internet research for new suppliers of specific technology / support (where applicable)
General
Support with various RFI questionnaires & evaluation (if needed)
Support preparation of RFPs (if needed)
Support with bid evaluation (both TBE & CBE), as required
Support PSCM with preparing contract payment structure and rates table
Prepare demand models for evaluation of various contracts
Supporting with Project Closeout Data Collection from quantity and cost point of view
Supporting the preparation of various Stage Gate Review dashboards including drafting of initial contracting strategy, schedules and tabulating project risks (for discussion)
Supporting with OoC engineering contract management, cost control and progress management
Consistently monitoring engineering contractor\'s cost, schedule and quality throughout the execution of the engineering work scopes; developing intervention plans when projects are not on track
Develop excel based tools to streamline calculations and workflows where possible
Supporting the setting up of the Digital Performance Management system for Rumaila
Knowledge, Skills and Experience Required
Minimum 20 years\' experience working in the oil & gas industry, including at least 10 years\' experience as a (Client) Lead estimator. Iraq experience preferred.
Proficient in advanced Excel skills.
Previous onshore brownfield project experience is essential.
Previous experience working within a Joint Venture organisation is preferred.
Excellent interpersonal skills; cultural awareness, positive attitude, commitment, initiative, team player, adaptability, oral & written communication, drive, and energy.
Ability to work in an integrated team.
Proven track record for delivery on challenging projects, involving complex organisational interfaces.

Act as an interpreter between the technical, commercial and the management teams.

Education / Qualifications
Degree in an engineering or relevant discipline.
Professional, Certified or Chartered Estimator with an industry recognized/accredited professional organization.
