The candidate will work on projects involving these technologies and various execution strategies, with construction starting in August 2024 and continuing through 2030. Expectations

The Senior Quality Engineer (Procurement) plays a critical role in ensuring the quality and compliance of procured materials, products, and services. This role focuses on establishing and maintaining robust quality assurance processes throughout the procurement lifecycle, collaborating closely with suppliers, contractors, and internal stakeholders to uphold quality standards and drive continuous improvement.

Approach (Roles & Responsibilities)

Contribute to the development and implementation of quality assurance procedures and standards for procurement activities, ensuring alignment with organizational quality policies and regulatory requirements. Collaborate with procurement teams to define quality criteria and specifications for materials, products, and services. In coordination with QA/QC Lead and Package Discipline Engineers, arrange and manage Surveillance activities upon Vendors and perform direct interventions as required. Ensure that Surveillance coverage is sufficient and that the Inspectors are of the required discipline. Liaise with Inspection Agencies to mobilize adequate Inspectors. For this purpose, review proposed CVs and raise Service Orders following in-place Frame Agreement. Anticipating and planning of Surveillance resources (including budget for related project Surveillance) on ENOWA behalf to meet Project Quality needs during all Project phases based on Project Criticality Rating and associated Inspection Levels Monitor Specific Project surveillance QA/QC related activities budgets and assist in the implementation of the approved Budget and work plans. Investigate and highlight any significant variances on QA/QC related surveillance activities to support effective performance and cost control. Assist the Quality Manager in developing, implementing a suitable audit programme to cover Internal, External and Surveillance audit activities during all Project phases. Conduct supplier audits and assessments to evaluate capabilities, quality systems, and compliance with contractual requirements. Review and approve supplier quality documentation, including quality plans, inspection and test plans inspection procedures, and test reports. Contribute to the monitoring of supplier performance against quality metrics and KPIs, identifying areas for improvement, implementing the continual improvement processes, (Lessons Learned, Customer Satisfaction) and corrective actions as needed. Participate in supplier selection processes, providing input on quality-related considerations and risk assessments. Coordinate with internal stakeholders, including engineering, project management, and operations teams, to resolve quality issues related to procured materials or services. Develop and deliver training programs on quality requirements and expectations for procurement staff and stakeholders. Coordination of Surveillance activities to ensure that Contractor Quality Control Requirements are identified and implemented in accordance with Project specified requirements. Review records of internal and external audits performed by the Contractor. In coordination with QA/QC Lead and Package Discipline Engineers, analyse and resolve issues and problems emerging during the Surveillance activity. In coordination with QA/QC Lead and Package Discipline Engineers, review Non-Conformance reports and dispositions. Intervene as necessary where warranted. In coordination with QA/QC Lead, ensure proper root cause analysis of Contractor Quality failures is undertaken, and conclusions are reached and corrective actions undertaken. In coordination with QA/QC Lead, participate in Contractor investigations of significant Quality failures and offshore/installation failures. Review and validate manufacturing records. Review and comment all related manufacturing record books Ensure compliance with industry standards, regulatory requirements, and health, safety, and environmental guidelines in all procurement activities. Prepare and present quality reports, performance metrics, and improvement initiatives to senior management and project teams.

Accountabilities

Cross check that Contract requirements are correctly cascaded by Contractors on subcontractors and Vendors to sub vendors Develop and maintain the Inspection monitoring process/system to ensure that the Execution Contractor/Vendor performs Inspection Activities in compliance with Contract requirements.

Ensure high-quality standards and compliance of procured materials and services, contributing to the overall success of ENOWA projects. Drive continuous improvement initiatives to enhance supplier quality performance and optimize procurement processes. Timely resolution of quality issues and non-conformities, minimizing impact on project timelines and costs. Effective collaboration with cross-functional teams to achieve procurement and project objectives.

Experience and Skills

Degree in Engineering or ENOWA approved equivalent qualification in Mechanical Engineering or related discipline. Certification in quality management (e.g., CQE) or procurement (e.g., CSCP) is an advantage. Requires IRCA Certified Audit or an equivalent Internationally recognised one Minimum of 10 years of experience associated with Quality Control, coordination of quality activities within quality engineering, procurement, or supply chain management, construction, commissioning and start up with a focus on quality assurance in industrial or energy sectors. Extensive knowledge of quality assurance principles, methodologies, and best practices in procurement and supply chain management. Strong analytical and problem-solving skills, with the ability to conduct root cause analysis and drive effective corrective actions. Excellent communication and interpersonal skills, capable of building strong relationships with suppliers and internal stakeholders. Proven experience in conducting supplier audits, quality assessments, and contract negotiations. Proficiency in quality management systems, supplier quality tools, and ERP systems. Ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines in a fast-paced environment. Leadership qualities with the ability to mentor and guide junior staff members in quality assurance and procurement practices. The ability to communicate well at all levels within ENOWA and to demonstrate leadership. In addition, the Job Holder must possess very good planning, presentation, negotiations and organizational skills. Confident in welding / materials / NDE and site coatings.
