Manage and coordinate multidisciplinary engineering and procurement activities to ensure that assigned projects are executed in a safe, efficient, cost effective and timely manner within the required scope and quality. Act as primary technical coordination interface with internal and external stakeholders to ensure shareholders and/or senior management expectations are satisfied. Ensure the project conforms to the approved Basis of Design, Performance Guarantee and all applicable regulatory, codes and standards requirements.Job Specific AccountabilitiesProjects Engineering Management - Provides and coordinates technical inputs into business cases, technical proposals and conceptual developments as well as coordinates design, materials specification. - Review a variety of source material and participate in a range of meetings to establish future project requirements in the assigned field. Provides basic technical and administrative inputs to take projects from initiation to drafting and submission of requirements proposals. Includes defining, reviewing, and refining scopes and objectives, obtaining or arranging to obtain background data on potential cost and technical feasibility, and advising alternatives where appropriate. - Participate in the refinement of initial proposals into coherent viable project plans. Coordinate and participates in the revision and refinement of initial project designs, specifications, costs, and phasing preparation of project strategy in conjunction with user department and other divisions such Finance, Commercial Support, etc. - Lead project management documents pertaining to Front End Engineering Phases - Business Cases / Feasibility (FEL-1), Pre-FEED (FEL-2), FEED (FEL-3) and EPC Execution Phase. - Provide consultation and support services related to project management such as but not limited to cost estimating services, scheduling, best practices solutions, claim analysis, procurement, benchmarking and overseeing and reporting the healthiness of the projects that in developments and executions stages. - Preparation of overall work programs, terms of reference for contractors, projects standards and working procedures. Establishes the basis for project execution phase. - Ensure that all projects are implemented in accordance with sound project management principles and established Company procedures and standards. Exercises overall control over the budget and cost of the project and each contract. Reviews and endorses contract purchase and subcontracts recommendations and variation orders throughout all phases of the project and ensures that approved plans are updated accordingly. - Support project team by attending Tender Board Meetings, reporting on the financial situation of the project. Appraises contractor\'s overall performance for quality, cost, schedule and HSE and ensures corrective actions are taken. - Prepares and reviews weekly highlights and monthly progress reports covering all engineering, procurement and construction activities. - Develop a cost estimate and negotiate agreements and change orders during detailed design and execution. - Implement Risk Management & Controls through reviewing risk registers & mitigation strategies. - Provide professional expertise in the selection of contractors with particular emphasis on pre- - qualification, bid evaluation etc., and site management in relation to site arrangements, overall logistics, etc. - Communicate ongoing changes / variations (if any) in project scope, identify potential risk and devise mitigation plans. - Coach, mentor, motivate and lead project team members to accomplish the accountability for the assigned project tasks. - Contribute to the development of detailed statement of requirements (SOR) and strategy for implementation of various project phases such as, FEED, detailed engineering, construction and commissioning. - Participate in the development of tender document for the selection of the Engineering Consultant, PMC and Contractors. - Review and comment on contractor documentation, consolidate comments from concerned parties and issue to contractor includes resolving conflicting comments to ensure that the contractors submit the required documentation in the specified format. - Lead and supervise the activities of assigned specialist to the project during engineering and construction phases. - Monitor the progress of work performed by licensors, engineering and EPC contractors. Identify any bottlenecks and recommends corrective action to ensure smooth and timely completion of each project. - Review contractors subcontracting strategy and pre-qualification of subcontractors and ensure that contractors\' strategy, plans, specifications, methods and procedures for construction are in accordance with the scope of work, specification etc. - Ensure that relevant specification are applied in the selection of equipment, material, systems, work methods, testing for efficient project management. - Ensure application of value added in the area of construction strategy, plans, specifications, methods and procedure throughout the assigned Project for cost effectiveness. - Ensure safety of work methods, procedures and installation and review site safety audit plans and lead the team for site safety audit implementation. - Review Contractors Organization for construction and commissioning. - Review/coordinate contractors pre-commissioning and commissioning procedures, plans and activities. - Review contractors\' invoices and monitor contracts cost in liaison with Cost Service. Evaluate cost trend and advise respective Project Manager as necessary. - Monitor and manage project completion punch list to ensure that all construction and commissioning activities are completed and accepted to allow release of PAC to contractorsSites (Projects Coordination) - Act as focal point at site for project coordination activities and interfaces with Company\'s various departments, Contractors and Management Consultants to ensure effective coordination across various projects. - Provide End User inputs at various stages of projects to ensure that necessary specifications are made.
