Job SummaryLead a team of engineers and designers in carrying out detailed engineering work assuming responsibility for conceptual and detailed design (Concept, Front End or Basic, Material, Stress Analysis, Layout Engineering, Coordination of 3D modeling) and provide necessary technical information for procurement in compliance with tender specifications/data sheets and within budgeted man-hour and project schedules.Responsibilities
Review the ITB (Invitation To Bid) documents submitted in the proposals stage, issue inquiry requisitions, review techno-commercial vendor offers, prepare equipment, material and man-hour estimates.
Review contract requirements for project execution, organize the preparation of the Technical Document Register (TDR), identify requirements and scope of work; review specifications Process Data Sheets (PDS), Piping Material Specifications (PMS), Piping and Instrumentation Diagrams (P&ID's), Plot plans, General Arrangement (GA) drawings, Review Philosophies, Area Classification Drawings, Fire and Gas Detector Layout Drawings and other relevant documents. Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.
Verify scope of work, budgeted man hours, budgeted quantities, total of deliverables, format of delivery, time schedules, plant layout, stress analysis, isometrics, bill of materials, capacity, pressure requirements and other requirements.
Monitor and control project Man-hour requirements during project execution, identify variations between Contract and proposal. Take corrective action as necessary. Create Manpower charts for task assignments, establish target completion dates, ensure target dates are achieved. Maintain project schedules, ensure allotted man hours, deadlines and cost requirements are strictly adhered to. Recommend cost effective measures to reduce overall package costs.
Apportion work among engineering staff according to specialized training.. Supervise the preparation of stress analysis reports in CAESAR II software and Modeling works in PDS, ensure that isometrics are updated as required. Monitor the identification of stress factors and layout feasibility, resolve design irregularities. Provide stress and piping loads to civil engineering group, coordinate on technical issues as required.
Supervise the preparation of conceptual layouts and designs, obtain inputs from other engineering disciplines through the want list document, i.e. mechanical data sheets, foundation sizing, equipment layout, instrument specifications and other necessary data. Guide the preparation of pipe wall thickness calculations and Reinforcement Pad (RP) calculations.
Supervise the preparation and evaluation of plot plans, engineering drawings and technical documents issued for Internal Design Checks (IDC's) and the integration of other engineering discipline data inputs. Prepare technical document requirements for equipment specifications.
Supervise the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. Perform Technical Bid Evaluations (TBE), review vendor drawings and documents. Review design calculations, ensure vendor equipment specifications meet with client equipment specifications and within budgeted costs.
Coordinate material take off (MTO) activities, identify irregularities, discrepancies and shortfalls, take corrective action as required.
Administer the preparation of Purchase Requisitions for the procurement of equipment and materials. Review vendor quality plans, ensure vendor equipment's compatibility and compliance with the scope of client specifications. Coordinate with procurement, ascertain expedite of materials and equipment to site.
Interface and regularly meet with client and vendor representatives, conduct internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues. Update TDR progress reports through the use of PETROCEPT software.
Monitor the preparation of the IFD's Issued for Design and IFC's, Issued for Construction documents encompassing the support standard document, plot plans, locations plans, piping plans, isometrics, material requirements and other related plans and documents.
Supervise the issuance of engineering deliverables .i.e. isometrics to site for construction, interface and provide clarification and technical support to construction and commissioning personnel. Administer the preparation of the final As Built layouts and documents.
Ensure compliance with Company's ISO Quality procedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.
Interface and provide clarification and guidance and technical support to construction sites and commissioning engineers, provide startup assistance as required.
Evaluate available resources including computers, software licenses and other specialized software requirements.
Provides support and assistance to direct supervisor on technical and non-technical issues.
Perform related duties as and when directed by Direct Supervisor.
RequirementsBachelors Degree in Mechanical Engineering with a minimum of 12 years of related petrochemical experience preferable from a background in working for consultancy organizations in the EPC of the Oil and Gas Industry.
