Work LocationHome-basedExpected duration10.03 to 31.08.2025Duties and ResponsibilitiesThe two consultants will work under the direct supervision of the OGCCR Crime Prevention and Criminal Justice Officer deployed at the NAUSS Centre, and under the overall guidance of the Representative for the GCC Region. They will also work in close coordination with relevant colleagues in the OGCCR and other experts engaged in delivering technical support and expertise to the NAUSS Centre, as applicable. The consultants will be expected to perform the following tasks: Develop and draft a research proposal on Combating Illegal Drugs and Synthetics in Cyberspace outlining objectives, methodology, and expected outcomes. Conduct a comprehensive literature review on the current state of illegal drugs and synthetic substances in cyberspace in the Arab region, including the GCC. Collect data on trends, challenges, and strategies employed in the region to combat drug-related issues online. Analyze findings and compile a detailed report highlighting key insights and recommendations for the Arab region. Identify key topics and competencies required for the drug diploma in the context of drug prevention and rehabilitation that aligns with the region. Collaborate with the pool of experts and stakeholders to draft curriculum content, including modules on evidence-based practices. Create engaging training materials (e.g., presentations, handouts, and case studies) that align with the curriculum. Review and revise materials based on feedback from UNODC colleagues as well as NAUSS and pilot testing with target audiences. Develop and draft research on Evaluating the effectiveness of opioid substitution therapy in the Arab countries. Develop and draft research on Driving under the influence of drugs: Reality, Challenges and Aspiration.Qualifications/special skills
  • An advanced university degree (Master's degree or equivalent) in the fields of Law, criminology or other related social sciences is required. A first-level university degree in similar fields in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. At least ten (10) years of professional experience in the fields of drug control, law enforcement, crime and justice prevention and/or related areas, is required. Practical experience in conducting research and capacity-building (training, mentoring, etc.) in the field of drug control is required. Knowledge in the field of drug control, particularly the international regime on both drug control and crime prevention (conventions, standards and norms), is required. Experience in delivering training and/or technical assistance in the GCC and or the MENA region is desirable.
Languages
  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of another United Nations official language is an advantage.
