Job Description

Job Purpose SummaryUnder the supervision of Head of Compliance, Compliance Officers primary purpose is to provide high quality compliance expertise and assistance in a fast moving commodities trading environment.Primary Accountabilities(1) Ensure and promote compliance with all applicable laws/ regulations and international trade sanctions within LME Trading DMCC Group, including but not limited to:
  • Raise awareness in respect to key compliance/ Trade Sanction(s) issue(s);
  • Support compliance risks management, identify and propose solutions in order to mitigate compliance risks, including but not limited to trade sanctions, anti-bribery and corruption, antitrust and anti-market manipulation, etc.
  • Advise Front Office on appropriate measures in connection with sanctions compliance,
  • Provide guidance and advice on particular deals and transaction from a sanction point of view,
  • Identify and propose solutions to mitigate legal/compliance risks, specifically, including but not limited to AML, ABC and Sanctions matters,
  • Follow-up changes in applicable laws/ regulations and international trade sanctions;
  • Create, maintain and update appropriate compliance procedures and registers;
  • Develop training materials and communications and conduct compliance trainings.
(2) Overall compliance coverage:
  • Implement compliance policies and procedures for all LME Trading DMCC Group companies and offices (KYC, trade sanctions, agent and business partners vetting, anti-bribery and corruption, anti-market manipulation, etc.)
  • Review of existing business processes and advise.
  • Participate and advise in respect to other compliance-related matters.
(3) Provide compliance assistance to the departments and support functions of the LME Trading DMCC Group, including but not limited to:
  • Trading and Supply
  • Operations
  • Shipping
  • Finance, Accounting and Taxes;
  • Human Resources and IT;
  • Projects and Business Development.
(4) Participate in various tasks and projects involving Compliance, including but not limited to:
  • Periodic Compliance Reviews/Audits of LME Trading DMCC Group companies and offices;
  • Recourse to external lawyers or business intelligence firms where deemed relevant by Head of Compliance (assess rationale for using external lawyers or business intelligence firms, maintain external lawyers and business intelligence firms network, negotiate and control fees, establish compliance related tenders, etc.);
  • Ad hoc reporting to Top Management
  • Performance and support of compliance reviews and audits;
  • Setting up annual Compliance Awareness Program within LME Trading DMCC Group;
  • Ensuring that all LME Trading DMCC Group / LUKOIL necessary approvals have been obtained and applicable procedures followed in relation with the above responsibilities.
(5) Perform other tasks as delegated by Head of Compliance.Requirements:
  • 4-5 years of experience in operations under Trade Sanctions
  • Bribery and Corruption regulations
  • Know your Customer/ Due Diligence
  • Knowledge of: (1) Ukraine-Russia Sanctions Framework; (2) Iran Sanctions Framework; (3) Price Cap Rules; (4) Russian counter-sanctions; (5) Oil & Gas
  • Ability to take decisions;
  • Strong integrity and personality;
  • Strong organizational skills and time management;
  • Accurate, strong attention to detail, conscientious
  • Excellent communication skills
  • Fluent in English
  • Russian language is a plus
