Culmen International LLC is seeking to hire a Senior Advisor - Cybersecurity Defense Reform for a future opportunity supporting a Department of State contract onsite in Muscat, Oman.
The Senior Advisor will be embedded and provide intermittent advisory services to support and improve Oman's Cyber Defense Center (CDC).
The Senior Advisor shall provide expert guidance and provide the advice and technical assistance needed to develop, implement, and sustain cyber reforms and policies.
The Senior Advisor shall also advise and support effective interagency coordination on cybersecurity within the Government of Oman. What You'll Do in Your New Role
Assist in defining the roles and responsibilities related to cyber operations for the leadership of the Cyber Defense Center (CDC). Upon request from partners and in collaboration with Embassy Muscat, extend support to other entities within the Omani Armed Forces.
Collaborate with the CDC in developing validated technical requirements for cyber operations, which will serve to inform strategic resource planning for the future.
Support the CDC in formulating and implementing strategic-level human resource management policies aimed at enhancing the professional development of personnel within the Omani cyber defense community.
Cultivate strong professional relationships with key stakeholders in the CDC, positioning oneself as a trusted advisor.
Establish rapport with primary counterparts within the CDC and actively engage as an advisor in any relevant working groups or initiatives currently in progress, contributing to overarching objectives.
Provide expert guidance and technical assistance to the CDC, aiding in the development, implementation, and sustainability of cyber reforms and policies. Additionally, support effective interagency coordination related to cybersecurity within the Government of Oman.
Identify existing gaps in the realm of cyber defense and conduct consultations with pertinent officials across the Government of Oman to inform a comprehensive gap analysis.
Share expertise and offer recommendations to the CDC on strategies to prepare for necessary reforms and to establish robust cyber defense mechanisms. This may encompass advice on potential legislation, policies, procedures, doctrines, or training needed to enhance Oman's cyber defense capabilities successfully.
Assist the CDC in promoting the effective, responsible, and accountable use of force by developing standard operating procedures that integrate domestic and international legal considerations into operational decision-making concerning cyber defense.
Identify barriers to progress, providing recommendations to the CDC to mitigate them, and where feasible, work collaboratively to address these challenges in pursuit of the desired objectives.
Required Qualifications
U.S. citizenship Active Secret Clearance Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent). Master's degree in areas such as Cybersecurity, Cyber Defense, Global Technology and Development, Information Systems Security, or Digital Forensics, or a similar field AND 5+ years of U.S. military and/or U.S. civilian professional experience with cyber defense and security. OR Bachelor's degree in Cybersecurity, Cyber Defense, Global Technology and Development, Information Systems Security, or Digital Forensics, or a similar field AND 10+ years of U.S. military and/or U.S. civilian professional experience with cyber defense and security. 4+ years of experience developing strategic-level cybersecurity and cyber defense strategy, policy, or procedures. 2+ years of experience communicating cybersecurity policy and technical concepts to a variety of stakeholders. 2+ years of experience working with senior officials in a foreign government and/or foreign military. Have received one of the following certifications: Certified Information Systems Security Professional (CISSP) NIST Cyber Security Professional (NCSP) Certified Information Systems Auditor (CASP) Certified Chief Information Security Officer (CCISO) Proficiency in speaking/reading/writing in the Arabic language (FSI 4 or higher, DLPT 2+/2+/2+ or higher, CEFR C1 or higher). The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $108,000 - $136,000 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
