Business partnering with key stakeholders on in-country tax related matters to ensure compliance with the laws and framework as well as internal company policies and procedures by providing adequate support.
Ensure compliance will all relevant tax laws, ensuring that all tax liabilities are calculated properly in accordance with the tax rules of Turkmenistan, paid and reported properly on time to avoid tax penalties and issue with the authorities.
Validate DOTL tax and other direct tax computations and returns ensuring that they meet local fiscal regulatory requirements and practice in Turkmenistan.
Lead the statutory tax audits by the State Tax Authorities and co-ordinate with Dubai Head Office (HO) Tax team on resolution of issues arising out of the audit.
The working environment and framework include the Petroleum Law, PSA, local tax laws and other statutory laws as well as internal company policies and procedures.
Job Responsibilities
Co-ordinate with respective Finance team members (both in Dubai HO and Turkmenistan) and end-user departments or the preparation and computation of profit tax. Once reviewed by Lead Accountant and Head of Finance, send final computation to Dubai Head Office (HO) Tax team for further review and approval by Chief Financial Officer (CFO) and Chief Executive Officer (CEO).
Collect all required supporting documents in respect of completed works, services and delivered / used materials and equipment during the year.
Arrange for approval of tax declaration and submit to Tax Authorities as well as arrange for payment of tax by due date.
Initiate and ensure to file revised tax returns properly before audit by State Tax Authorities to minimize application of fines and penalties.
Undertake initiatives to improve and streamline process of collection of supporting documents from end-user departments.
Lead statutory tax audits by local tax authorities and respond to queries in a timely manner. Provide information requirement regarding taxation issues as well as co-ordinate with Dubai head Office (HO) Tax team on resolution of tax issues arising out of the audits.
Co-ordinate with 3rd party consultants to verify tax computations and filings for correctness and provide to them the requirement information to undertake and complete pre-tax review or post submission reviews.
Liaise with auditors on all matters related to the preparation and provision of DOTL documentation requirement for internal and external tax audits.
Ensure tax actions performed comply with local (Turkmenistan) statutory requirements, the PSA, internal control measures and are within the control framework (including compliance with relevant policies and procedures), and assist in establishing a controls compliance culture across the company.
Ensure proper implementation of the Financial Authority Manual (FAM) and approved policies & procedures.
Education
Bachelor\'s Degree in Accounting, Finance, Economics or Business Studies. Professional accreditation (CIMA/ACCA/ICAEW/CPA) is not mandatory but good to have. Equivalent local Turkmenistan degrees are acceptable.
Minimum five (5) years oil and gas industry finance and accounting experience, with at least one year in an international company.
