ISP Middle East - Regional Procurement Manager
Purpose of Role
As the Regional Procurement Manager, you will oversee and manage the regions purchasing activities. You will be responsible for sourcing goods and services, managing vendors, negotiating contracts, and ensuring that all procurement processes adhere to legal and company policies. The role requires a strategic thinker with strong analytical skills and the ability to collaborate effectively across departments.
The aim of the Regional Procurement Manager is not to deliver the lowest quality option at the cheapest price. The primary objective of the Regional Procurement Manager is to unlock value either through price reductions, rebates or enhanced quality of products and services.
Reporting to the Regional Finance Director, your role will have specific KPIs targeted at delivering value to stakeholders across the Company.

ISP Procurement Manager - Key Responsibilities
• Develop and implement procurement sourcing strategies that are cost-effective and aligned with company objectives.
• Source and procure goods and services necessary for operations and to drive incremental value.
• Identify reliable suppliers and vendors, negotiate contracts, and maintain positive relationships.
• Monitor and analyze market trends, pricing, and supply chain developments to make informed purchasing decisions.
• Collaborate with school teams to understand their procurement needs and requirements. Ensure timely delivery of goods and services.
• Ensure compliance with ISP procurement policies, procedures, and regulations. Training school teams of procurement processes.
• Evaluate supplier performance and conduct regular reviews to ensure quality, delivery, and service levels meet expectations.
• Implement process improvements to enhance procurement efficiency and effectiveness.
• Ensure purchases have been approved in line with ISP Delegation of Authority.
• Drive the increased usage of sourcing software such as 'ScanMarket' to ensure robust and fair sourcing processes
• Manage contracts to ensure we are negotiating with vendors and sourcing alternatives at the correct time.
• Comfortable working with large data sets to identify opportunities across departments, schools and regions.
• Regular reporting to the Regional Managing Director and Regional Finance Director on opportunities and performance against targets.
• Work closely with Projects Director and Head of Facilities to ensure CAPEX budgets and agreed and works are delivered on time and on budget, working towards having a multi-year view of CAPEX where possible.
Skills, Qualifications and Experience
• Bachelor's degree in Business related field.
• Proven experience as a Purchasing, Procurement or Finance Manager, or in a similar procurement role, with a successful track record of managing procurement activities.
• Strong understanding of sourcing and procurement techniques and principles (e.g., strategic sourcing, supplier evaluation, contract negotiation).
• Excellent negotiation skills with the ability to build and maintain long-term vendor relationships.
• Proficient in procurement software and ERP systems (Oracle NetSuite).
• Strong analytical and problem-solving skills with the ability to make data-driven decisions.
• Exceptional communication, interpersonal, and leadership skills.
• Ability to work under pressure and manage multiple priorities in a fast-paced environment.
