Objective : to establish, implement and maintain high standards of Health, Safety, & Environment (HSE) systems for DKC Office, Customer Sites, Warehouses, Doping Operations at Oil Terminals and Port in Middle East, Europe & Africa.
• Establish, implement and maintain HSEQ systems in line with Dorf Ketal's corporate HSSEQ policy and standards at ME Office, Customer Sites, Warehouses, Doping Operations at Oil Terminals and Port.
• Carry out audits /visits and verify the availability and adequacy of HSSEQ systems and infrastructure at ME Office, Customer Sites, Warehouses, Doping Operations at Oil Terminals and Port.
• Ensure compliance with the applicable ME regulations and DK-HSSE policies, standards and procedures
• Prepare reports/presentations/ Safety Bulletin with proper back data and details for management review in Apex Safety committee meeting and site EHS Heads meet to drive actions points through minutes of meeting (MOM) for harmonization & implementation. Act as an advisor in Apex Safety Committee.
• Maintain data for all ME sites for yearly evaluation for site ratings which based on site's legal compliance, status of leading Lagging indications, audit observation & it's compliances, budget utilization and site EHS initiatives.
• Ensure all necessary gate passes for personnel, truck drivers, and equipment are acquired before proceeding with any tasks.
• Attend a customer site HSSE Induction Training to understand the HSSE (Health, Safety, Security, and Environment) requirements specific to the site and ensure compliance.
• Ensure full compliance with the terminal's relevant Health, Safety, and Environmental (HSE) procedures, rules, and regulations.
• Ensure that all required Personal Protective Equipment (PPE) is available and worn by yourself and your team members during work.
• Read and become familiar with the Material Safety Data Sheets (MSDS) for additives to identify specific risks and required precautions.
• Develop and enforce safety policies and procedures specifically tailored to the activities involving chemical doping. These policies should address the unique risks associated with this process.
• Conduct safety risk assessments to identify potential hazards and risks associated with chemical doping activities.
• Implement corporate reporting and investigating incidents, accidents, near-misses, and safety violations. Learn from these incidents to prevent future occurrences.
• Conduct toolbox talks, and meetings related to the additivities process to identify and address potential risks.
• Coordinate the transportation of additives and additivities equipment from your warehouse to the customer's site.
• Perform pre-operation and safety checks on equipment using an established checklist to ensure they are in proper working order.
• Conduct a meeting with the installation's responsible personnel and safety supervisor to establish a safe and effective operational plan at the terminal site.
• Supply the customer with necessary documents, including MSDS, risk assessment, Standard Operating Procedures (SOP), checklists, pump and hose test certificates, etc.
• Obtain a work permit and other relevant details (e.g., tank number, pump house number, line information) from the terminal control room.
• Supervise and actively participate in the physical additivities operations.
• Ensure the proper and timely disposal of empty drums and other wastematerials generated during the process.
• After completing the doping operations, perform a functional and safety check of the equipment.
• Safely clean and decontaminate additivities equipment and arrange for its transportation back to your company's warehouse.
• In case of any incidents or injuries, provide prompt treatment to the injured person and immediately report the incident to relevant terminal and company officials.
• Prepare any required logs, reports, and documentation related to the operations and communicate them to your superiors.
• Ensure compliance with local, regional, and international environmental regulations related to chemical handling and disposal.
• Manage waste disposal and hazardous materials handling in accordance with environmental guidelines, ensuring proper containment and disposal of chemical waste.
• Provide comprehensive training to employees and contractors on safety and environmental best practices, with a focus on chemical doping processes
• Promote awareness and understanding of safety and environmental issues within the organization, fostering a culture of responsibility and accountability.
• Develop and maintain emergency response plans and procedures specific to chemical doping activities to address potential accidents or incidents.
• Conduct drills and exercises to ensure that employees are well-prepared to respond effectively to emergencies related to chemical doping.
• Establish protocols for coordinating with relevant authorities and agencies during emergencies, ensuring a seamless response.
• Maintain records and documentation related to safety and environmental activities, including incident reports, training records, and compliance documentation.
• Collaborate with cross-functional teams to integrate safety and environmental considerations into daily operations, ensuring a holistic approach to risk management.
• Conduct a chemical warehouse assessment in accordance with the company's protocol.

• Checking adequacy and making provision of fire detection, firefighting, rescue equipment's, and its upkeep.
• Operate and maintain HSE Portal / Software modules like (Incident Management, Training Management, and BBS observations, JSA, Risk Assessment, Employee Health, HSE Task Management and HSE Knowledge Sharing).
• Preparation of Daily, Weekly, Monthly & Annual HSE reports.
• Assist Corporate HSE team to effective implementation of HSSE management system.
• Carry out audits /visits and verify the availability and adequacy of HSSEQ systems and infrastructure at ME doping sites and warehouse.
• Implementation of IMS in line with the ISO 9001, ISO 14001, ISO 45001 and RCMS requirements
Job Specifications:
Qualification: Bachelor's degree in Chemical Engineering + functional qualification in HSE with international certifications like NEBOSH, OSHA
Experience: 10 to 12 years gulf experience with refinery, process chemical and cargo terminal experiences is mandatory.

• HES management implementation in Refineries & Petrochemical plants, Warehouse Safety Management, Cargo Terminal Safety, and handling hazardous chemicals
