Position title : Regional Finance Manager Location : Abu Dhabi, UAE Reports to : Regional Director Position Overview
The Regional Finance Manager will help to coordinate, administer, and support activities that are critical to the functioning of the Finance and Accounting team for the regional management hub. They will interact closely with the Regional Director; Finance and Accounting staff affiliated with the regional hub (including UAE, Saudi Arabia, Malaysia, Thailand and the Species Directors working in the region); and Panthera's global finance team based in the United States of America. The position will work closely with these teams to oversee the accounting, annual budgeting and planning, donor financial analysis and reporting, procurement and subcontracting, and ensuring compliance with relevant laws, donor requirements, and Panthera procedures. This will include but not be restricted to the following duties: Principal responsibilities and duties International Entities
Accounting • Ensure compliance with accounting standards and regulatory requirements;
• Manage entity audit and tax; support global organization audit and tax; issuing tax-deduction receipts to donors in coordination with Business Development;
• Oversee all accounts and ledgers, process and approve transactions;
• Monthly close, reconciliations, and production of organization financial statements;
• Manage banking relationships;
• Monitor cash flow and oversee subsidiary advance requirements;
• Monitor cash flow and oversee subsidiary advance requirements;
• Manage inventory, expense reports, leases, assets;
• Provide oversight and guidance on financial policies and procedures;
• Manage donor specific audits;
• Administer and/or support payroll as needed, either internally with Human Resources or with an external service provide.
Financial Planning and Analysis • Manage annual budgeting and planning;
• Administer monthly budget forecast updates;
• Perform Budget vs Actual variance analysis for the regional portfolio.
Contract Financial Management
Donor Contracts• Manage donor award "grant accounting" to submit budgets vs actuals reports to contacts leads; donor financial reporting, donor award financial information management in finance systems;
• Work closely with Business Development to cost proposal negotiations; process donor award reclasses as required by program.
Sub-contracts
• Ensure compliance with Panthera's sub-recipient monitoring policy;
• Ensure security screening and due diligence of potential sub-recipients;
• Advise Program on procurement in accordance with Panthera's and donor-specific policies;
• Ensure recordkeeping of sub-recipient files such as financial reports and agreement documents;
• Assist Panthera with review of financial report submissions from sub-recipients.
Qualifications and experience required • A Bachelor's degree in Accounting, Finance, or a similar field;
• At least five years' work experience in financial/administration management;
• Experience with budget development and oversight;
• Experience in donor environment;
• Experience in accounting practices and in country compliance;
• Highly effective oral, written, and interpersonal communication skills in both French and English;
• Proficient computer skills, notably with the Microsoft Office suite, and preferably experience with accounting software such as Netsuite.
