Overview
***This position is physically located in Kuwait in support of LOGCAP***
The Quality Supervisor is responsible for assisting the Quality Manager with providing a Total Quality Management System that anticipates & resolves potential quality problems & provides continuous oversight throughout the Task Order performance areas. Shares responsibility for ensuring that all quality-related functions such as Quality Surveillance, including Compliance Audits, Customer Feedback Program, Process Improvements and Document Control, among others, are conducted in an acceptable manner and coordinates quality activities with various intermediate managers throughout the program.
Responsibilities
This position description is subject to change at any time as needed to meet the requirements of the program or company.
+ Manage monthly surveillance workload based on established Risk Schedule. Distributes required checklists to Quality Leads for further redistribution and completion by Auditors. This includes monthly PWS and Work Instruction Compliance audits SOW Audits CAP Verifications, LOTDs and Unscheduled (ADHOC) audits.
+ Verify nonconformances identified through Auditor surveillance, Functional Area Self- Identification, or Technical Monitor identification. Reviews objective evidence and performs Gemba Walk, as necessary, to clarify and validate nonconformance against contract requirements. Submits nonconformance data package to Quality Manager, with recommendations for validation/approval, prior to initiating CA/PA process.
+ Manage the Corrective Action/Preventive Action (CA/PA) process.
+ Perform Root Cause Analysis to develop executive level Corrective Action Plans in response to both internal and external Corrective Action Requests (CAR).
+ Facilitates CAP development by Process Owner (PO).
+ Schedules and facilitates Corrective Action Working Group (CAWG).
+ Monitors Corrective and Preventive Actions, ensuring timelines and milestones are met on time and all documentation and objective evidence is input to EVA
+ Oversee Subcontractor Technical Monitor surveillance program. Schedules Risk-Based surveillance/audits of SOW requirements according to Risk Schedule. Reviews SOW audits for accuracy, adequacy and compliance with QCP requirements. Validates identified findings for nonconformance processing.
+ Maintain Risk Schedule and Facilitate Risk Assessment and for all contract/subcontract service areas. Ensure a thorough Risk Analysis is performed according to established frequency and guidelines. Adjust surveillance frequency according to determined risk.
+ Submit Daily, Weekly, Monthly reports and slide presentations to be submitted and/or briefed to Senior Task Order (TO) Leadership, Program Management Office (PMO) Leadership, Operations Support personnel and USG. These tasks include, but are not limited to HCAMS Daily PERSTAT, Weekly Executive SITREP, SLT Weekly Sync Meeting Slides, and (VTC) Operational Overview Brief. These tasks may be delegated to Quality Leads, as necessary
+ Oversee the Voice of The Customer (VOC) program to obtain customer feedback on focused areas of contract performance to measure whether or not customer expectations are being met.
+ Evaluate and resolve negative customer comments and ensure actions are taken to prevent recurrence.
+ Consolidate Customer Comment Card (CCC) data weekly and provide a monthly summary
+ Review Work-Center Plans, Standard Operating Procedures (SOP), Internal Operating Procedures (IOP) and Work Instructions (WI), to ensure they provide proper operational information and direction for performing all tasks.
+ Ensures department processes and procedures are executed in compliance with project specifications, standards and safety and security requirements
+ Oversee Continuation Training program to provide recurring and refresher training for Auditors and Quality Leads to enhance and refresh Core Quality functional skills, such as Auditing/questioning techniques, Data Collection & Analysis, Risk Assessment, Root Cause Analysis, and others.
+ Provide supervisory oversight of Quality Leads and Auditors. Assigns/delegates tasks as needed to ensure completion of scheduled/unscheduled surveillance objectives.
+ May temporarily be tasked to perform duties as Quality Manager when directed.
+ Perform other duties as assigned
Qualifications
+ Minimum Qualifications, Education and Certifications:
+ Must be a U.S. Citizen and possess a valid US Passport.
+ Must be CAC eligible and/or able to obtain a Common Access Card (CAC), if required.
+ Must have a valid driver's license and the ability to obtain a U. S. Government Motor Vehicle Operator's License and host nation Driver's License.
+ ISO 9001:2015 Lead Auditor Certification, or the ability to obtain within 90 days, is required.
+ Six Sigma Black Belt certification is desired, but not mandatory.
+ PMI Certification is a plus. At a minimum, knowledge of, or training on PMI methodologies is desired.
+ Knowledge of DMAIC principles is preferred.
+ Experience:
+ REQUIRED: A minimum of seven (7) years in a DOD environment and five (5) years of direct Quality Assurance experience in a service contract environment. At least three (3) years in a Quality Leadership/Management role.
+ DESIRED: Proven Quality or Project Leadership/Management of multiple projects in remote sites.
+ Must display knowledge of Quality Management Systems (QMS), surveillance planning, auditing and Corrective/Preventive Action processes.
+ Successful candidate must also show evidence of knowledge of DMAIC methodologies which involves developing, implementing and managing continuous improvement projects.
+ Candidate must be able to work under pressure in a high tempo environment and manage multiple assignments simultaneously.
+ Must produce error free reports for program leadership.
+ Skills:
+ Must have an extensive knowledge of ISO 9001:2015, FAR, DFARS & DoD regulations
+ Must have higher or Senior level organizational skills.
+ Must possess above-average computer proficiency in Microsoft Office Excel, PowerPoint, Outlook, Word, SharePoint, Project and Visio.
+ Ability to work with very diverse workforce.
+ Excellent English communication skills, both verbally and in writing.
+ Expert technical writing skills, such as developing SOP'S, SOWs, Work Instructions, Plans and processes is a plus.
+ Proven Analytical/Problem Solving skills.
+ Strong planning and organizational skills.
+ Interpersonal skills to represent the PMO during audits and inspections, to participate in various meetings and to present data/metrics to program leadership and technicians as required.
+ Strong attention to detail is required.
+ Knowledge of PMI Methodologies and principles preferred
+ Supervisory Responsibilities:
+ Supervises two Quality Leads and a team of up to nine (9) Quality Auditors.
+ May temporarily be tasked to perform duties as Quality Manager when directed.
+ Working Environment:
+ The worker is subject to extreme cold. Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
+ The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
+ The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.

+ Physical Requirements:
+ Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
