Main Accountabilities:

•Main tasks •

• Develops and implements QHSE management systems, processes, and procedures that improve business operations in accordance with ISO 9001, ISO 14001, and OHSAS 18001 and in line with VESE IMS.
• Communicates information on the QHSE Management System throughout the contract and promotes HSE awareness.
• Supports the contract on QHSE matters as the primary point of contact.
• Provides quality management, HSE, and project management training to employees.
• Participates in tender and project teams as the QHSE Experts.
• Reviews and assesses requests for pre-qualification or tender, and compiles required documentation in preparation for project deliverables.
• Participates in project teams as the QHSE expert.
• Prepares and maintains required HSE records and reports.
• Develops and facilitates project HSE risk assessments.
• Coordinates and executes HSE inspections, and internal, sub-contractor, and third party audits.
• Ensure that employees, contractors and site visitors receive HSE inductions.
• Conducts detailed advanced level investigations and analyses, and reports findings to management on:
• Non-conformity reports and root cause analysis.
• Client Satisfaction Program data.
• Incidents, HIPOs, near misses, and damages.
• Customer complaints.
• Key performance indicators (KPI).
• Develops and monitors HSE performance, progress, preventive and corrective action plans.
• Analytical tools, QHSE reports and Key Performance Indicators:
• Develop, generate and present reports to the management, operations, technical and support teams and external clients.
• Proactively identify trends in data and make recommendations on operational improvements.
• Enhance operational performance and decision making through the analysis of operational data and KPI (Key Performance Indicator) reports.
• Understand the management systems and be able to recommend changes in order to continuously improve the systems for the benefit of the operational employees and analytics.
• Be able to communicate technical solutions to non-technical people.
• Continually develop and implement procedures for effective data management strategies in line with VESE policy.
• Assist with reports and data extraction when needed.
• Manage all incoming data files.
• Review the contract aspects on a regular basis to ensure that the provided services meet the contractual obligations.
• Develop and implement procedures for contract management and administration in compliance with VESE policy.
• Maintain contractual records and documentation such as receipts and control of all contract correspondences, contact information sheets, contractual changes, status reports and other documents.
• As needed, provide guidance on contract matters to the management or other operational staff.
• Undertake any other reasonable work or related task at the request of the Contract Manager.

•Quality, Health, Safety and Environment: •

• Managing OSH & OSHMS in line with OSHAD-SF and VESE IMS.
• Defining the guidelines and providing the supporting documentation for all matters relating to health, safety and environment.
• Ensuring that the implications and duties imposed by legal and contractual requirements are brought to the attention of the management team.
• Writing all the necessary documents (procedure, forms) to the QHSE actions.
• Designing the contract HSE management system, in line with the regulations of Abu Dhab and VESE IMS.
• Implementing an adequate programme of training for HSE and promoting the safety culture amongst employees.
• Liaising with external bodies and maintaining a close network with the corporate HSE persons.
• Providing guidance for hazardous / exceptional activities.
• Reviewing and follow-up the incident and near-miss reports.
• Defining the allocation of HSE equipment and providing guidance for the choice of specific equipment.
• Conducting audits to ensure compliance with standards.
• Comply with QHSE policy of VESE.

• Update reports within specified time.
• Produce/update required reports/dashboards when required for management.

•Communication: •

• Report all relevant information to the Management promptly and accurately.
• Ensure effective, accurate and prompt communication with all other departments, clients, suppliers and VESE teams.

Qualifications

Education and Experience Required:

• Hold a relevant educational qualification from a well recognized and reputable academic institution fit for the required job function.
• At least 5 years of relevant experience in QHSE with at least 2 years of experience at the same position and preferably in an industrial environment.

Technical Skills:

• UAE valid light vehicle driving license is a must.
• Excellent analytical and reporting skills.
• Innovative and continuous improvement mindset.
• Effective problem identification, solving and improvement implementation.
• Ability to think strategically, Ability to manage and motivate staff members in a multicultural work environment.
• Ability to make effective decisions, excellent time management and delegation.
• Strong work ethic built on teamwork.
• Proficient knowledge of ISO 9001, ISO 14001 & OHSAS 1800.
• Audit skills.
• Safety qualification e.g. NEBOSH Diploma or equivalent, internal auditor.

Organizing and Reporting:

• Excellent planning and organizing skills.
• Excellent workload and time management.
• Excellent report writing skills with attention to detail, correctness and accuracy with the good use of English and technical terminology.
• Able to create new reports and tools for use by employees and management.

IT Skills:

• Excellent knowledge of Google suite, MS Office and related apps.
