Job Description

1. Role Objective:

To define, document and publicize Al Qandeel Quality / Health Safety and Environmental Policy, so that it is understood and well-practiced at all levels within the business unit.

2. Detailed Roles & Responsibilities:

STRATEGIC

1) Establishes, develops and improves an Integrated Management System (IMS) to enhance the efficiency and quality of the output among company personnel, leading to higher quality standards and client satisfaction.

2) Creates awareness of the IMS principles and requirements among the company personnel through meetings, seminars and customized trainings.

3) Identifies Al Qandeel wide needs to maintain compliance with local and international HSE regulations.

4) Identifies the Quality, Health Safety and Environmental goals, objectives, policies, cultures and drive the execution of the action plans to achieve them.

5) Updates the Company/Branch QHSE policies, procedures & KPI's on regular basis

OPERATIONAL

1) Reviews the project's quality/safety documents to ensure their compliance with the contract's requirements and best practices.

2) Monitors and assures proper update of applicable records, reports, safety statistics and trend analysis.

3) Supports Estimation/Cost Control Functions to conclude HSE Budget for projects.

4) Coordinates with the external certification bodies for the certification and surveillance audit for the business unit.

5) Assures that the IMS (Integrated Management System) is properly implemented in the business unit, through periodical internal audits and provides a full audit report to the Business Unit management.

6) Identifies training needs for business unit staff and propose a training plan in line with their supervisors/line managers.

7) Responsible for the allocation of Safety and QA/QC team to the projects and managing them in coordination with the construction team.

8) Assures that all business units' records are identifiable, retrievable and secured against deterioration or loss.

9) Conducts incident investigations, summarize the root cause and take action to prevent reoccurrences.

10) Responsible for effective closeout of the project/contract in conjunction with the Project QA/QC manager and Project manager.

11) Conducts a regular projects audit to Enforce the compliance of QHSE management system

12) Audits and evaluates subcontractors QHSE performance and competency during and at the end of each project

PEOPLE MANAGEMENT

1) Participates with quality/safety team recruiting, annual performance review (appraisals) for each individual, proposes their annual quality/safety objectives and monitor the same to ensure achieving them.

2) Provides career development opportunities for QHSE team members.

Other duties and responsibilities as assigned by the Management.
