Proposal Engineer

- Study Tender docs in order to gain a clear overall understanding of the construction method. - Prepares & issues Subcontract ITBs, attends Bid Clarifications, evaluates subcontract bids, and compiles Bid Tabs with recommendations to include in Resume. - Review Material Bid Tabs to assess the technical/commercial merit of the recommended bids and reflect recommendations in Tender Resume. - Liaises with other departments to ensure consolidation of Technical & Commercial inputs. - Attend Client Meetings to clarify technical and commercial issues. - Prepares Cost Estimates on Tender Scope of Work. - Coordinate with Estimators to finalize manpower, paint, and materials requirements. - Prepares tender requirements summary including clauses on terms of payment, insurance, liabilities, warranties, liquidated damages, and bonds. - Prepares Tender Resume (cost summary) for reviewing by Tender Committee and finalization. - Prepares Technical and Commercial Proposals in line with Client requirements and obtains Management approval in order to submit on time. - Following award of Contract, prepares and issues Handover Documents to relevant operational Departments. - Interacts with Client for reviewing and signing of final Contract Agreement. - Compliance in accordance with HSE Standard / Quality Standards. Skills Required

Degree in Engineering, preferably Mechanical, Electrical & Instrumentation or equivalent. 5 years' experience in the Proposal / Estimation function in Oil & Gas Sector. Sound multidiscipline technical knowledge. Well-developed planning and organizational skills. Good negotiating and influencing skills. Good analytical skills and time management awareness. Good presentation skills. Strong commercial awareness. Integrity, dedication, and loyalty. Good computer skills. Good communication skills (written and spoken English) with report-writing skills.
