Facilitate and enhance overall performance of Gas in Building (GIB) Projects teams through interface, coordination and management of resources so that the projects are executed professionally , diligently, effectively and to the required quality and HSE Standards in a manner ensuring satisfaction with all stakeholders.Manage , Direct, Plan, all activities of gas networks , gas in building(GIB) projects teams during the projects cycles till completion and handing over operations . ensure that the project management teams have the necessary resourses , support and support and guidance to deliver projects which meet company and shareholders expectationsKEY ACCOUNTABILITIES:Job Specific Accountabilities - Directs, manages, leads and controls all activities of assigned gas in building projects from award stage to completion ensuring that latest approved technologies are applied and compliance with applicable international standards. Ensures close co-ordination between all relevant parties throughout the execution of the LPG/SNG/NG GIB Projects up to the stage of Final Acceptance in an economical feasible, timely and quality manners. - Participate in the development of the prequalification process for private sector gas installers for all Utilization Projects activities ensuring that latest approved technologies are applied and in compliance with applicable international standards, when required. - Participate in the verification of project sub-contractors list, and vendors, project management consultants, contractor\'s personnel, and raise the call or orders requests. - Establishes an effective organization for the project, including manpower utilization and mobilization. Directs, manages, Leads, motivates, reviews and monitors the performance of project teams staffed with specialists within the department and across Projects Group, PMC And Contractors to ensure the effective implementation of the agreed plan, budget and dead-lines. - Provides professional expertise in the selection of potential contractors and suppliers with particular emphasis on their pre-qualification, bid evaluation and site management in relation to site arrangements, overall logistics. Leads the negotiations of claims, back charges and variations with contractors and vendors. Identify cost reduction, scheduling and quality improvement and make appropriate recommendation to senior management for approval - Directs the development of detailed statement of requirements (SOR), scope of work and strategy for implementation of various project phases and execution philosophy in order to meet project objectives. Coordinates with other Divisions to ensure the preparation of annual overall work program and Projects budget. Manages the progress of work performed by subordinates assigned to the project and that of licensors, engineering, and contracting contractors. Identify any bottleneck, direct, guide and recommend corrective action to ensure smooth and timely completion of each project. - Manages the quality and progress of work performed by licensors, GIB Contractors. Ensures Company policies for technical, safety, quality and environment are correctly addressed. - Identify the bottlenecks and recommend corrective action to ensure smooth and timely completion of project at optimum cost. Reviews, analyzes and approves or rejects Change Order Requests, claims and prepare recommendation to senior management for settling of variations/claims - Directs the development of schedule, cost estimate and budget for the project. Reviews and recommends the same for Tender Committee and Management endorsement/approval. - Controls and monitor the implementation of the total budget, schedule and quality at various stages of the project execution to ensure adherence to the overall approved plan. - Ensures that the contractor submits the required documentation in the specified format including the project close-out, Projects are executed in safe manner and that contractors adhere to approved Company procedures. Endorses Contractor and Vendors invoices and final acceptance certification. - Ensures that the facilities delivered to end-users are safe, reliable, operable & maintainable in view of different natures, diversity of each system, equipment & facilities and the complexity of technology involved. - Organizes and manages projects audits as required to ensure compliance with requirements. Approves findings and recommends actions as result of Projects reviews like HAZOP, HSEIA, and Risk Assessments....etc. Submits to senior management project related reports and presentations as required. - Remains fully conversant with international developments and best practice in Gas in Building technology. - Review of commissioning submissions for Privet Gas in Building projects, plan the site inspection and issue the Final Commissioning NOCs. - Investigate, evaluate and recommends on new technologies and developments. - Prepare and report all GIB projects and installation lesson learnt and communicate it to relevant departments and disciplines, and recommend changes as applicable and required. - Provide support when required to other related engineering and O&M activities. - Analyses problem areas and recommend practical cost effective solutions. - Participates in accidents / Incidents investigation when required. - Performs other related duties as assigned by Manager.Generic AccountabilitiesPolicies, Systems, Processes & Procedures - Develop and implement appropriate Department policies, processes, systems, Quality standards, procedures and internal controls, Company guidelines in order to support execution of the Division\'s work programs in line with Company and International standards.People Development - Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP\'s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.Supervision - Supervises assigned Discipline Engineers and staff during construction.Budgets - The job has indirect impact on budget and cost.Policies, Systems, Processes & Procedures - Performs duties according to policies, procedures and professional standards. - Consults with the Supervised on main issues related to strategies and policies. - Completed work assignments are subject to review and direction.Performance Management - Contribute to the development of the Division\'s KPI\'s and ensure proper cascade of the Performance objectives within the Department and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.Innovation and Continuous Improvement - Promote an organization culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services.Health, Safety, Environment (HSE) and Sustainability - Support the institution and implementation of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.Reports - Ensure that all projects progress reports are prepared to provide accurate information and in timely manner to Company Management to effectively manage the business.COMMUNICATIONS & WORKING RELATIONSHIPS:Internal - Engineering, operations, HSE, customer service and asset integrity. - Procurement and contracts.External - EPC, gas Contractors & HSE/ Engineering Consultants. - Project Management Consultants - Construction Contractors - Manufacturers/ Vendors - Third Party Inspection Agencies & ConsultantsRequirements: Minimum Qualification - Bachelor Degree in Engineering.Minimum Experience / Knowledge & Skills - 10 years of experience in the gas in building engineering, installations and commissioning for residential, commercial and industrial customers;
