Responsible and accountable to the Head of Portfolio Management Department for all Portfolio
Management activities, including programme and projects delivery services and portfolio budget management with a strategic focus.
Leading and managing all Portfolio Management activities, with a particular focus on developing a project management culture, policy, procedures, and standards that support the delivery of portfolio projects to achieve the company Operational and Business Strategic Objectives.
Managing the company business portfolio and providing project management services to support the efficient delivery of programmes and projects to time, cost, quality, and budget in accordance with business requirements.
Responsible and accountable for the provision of all project management services across the companys business and operational functions, monitoring project budgets and expenditure and providing oversight on project benefits realisation.
Support the commercialisation objectives of the company.
Support portfolio and strategy alignment.
Support Dubai Excellence Programme.
Provision of resource management services to the company operational and business functions to support the management and delivery of the company portfolio.
Engage with internal and external stakeholders including the company internal departments; Dubai Airports, Dubai Aviation Engineering Projects (DAEP), Airlines, and Regulatory bodies.
Focal point for the provision of Portfolio Management services to manage and deliver projects across the entire business.
Portfolio Management
Ensure the company Portfolio is managed efficiently in accordance with the Department of Finance regulations, the company Finance and Budget Policies, and PMD policies and procedures to meet end user requirements.
Provide Portfolio performance analysis and reporting against the achievement of Strategic & Project Objectives and the associated Benefits, including highlighting issues, risks and opportunities to the Head of Portfolio Management Department, Project Sponsors, and other Stakeholders.
Manage the development and implementation of the project plan, including the provision of project tasks, responsibilities, timescales, dependencies, resource, and manpower estimates in accordance with departmental procedures.
Manage the project procurement process, including the tendering, evaluation, and selection activities.
Develop and deliver progress reports, project management documentation, presentations etc. as required to effectively manage the project.
Implementation of the Portfolio Management Departments Procedures
Ensure the required governance is applied to projects in the company portfolio.
Manage Project Approval documentation/requests in accordance with PMD procedures and presented to the Projects Committee by the respective Project Sponsors and/or VP of the Unit.
This includes support to the Sponsor in capturing the Cost Benefit Analysis, Feasibility and Options studies, project scope, goals, constraints, risks, and deliverables to support business strategy and objectives.
Proactive identification and management of project risks (threats and opportunities), including
managing the implementation of risk mitigation activities and contingency plans. Contribution to the management of the Portfolio Risk Register ensuring timely escalation of the risks with effective proposed mitigation actions to the Projects Management Committee.
Lead the project team members to execute the project in accordance with the Project Management Plan.
Represent and demonstrate the status & performance of the project in order to secure successful gate review outcomes.
Manage project schedules and communicate any deviations to the Project Sponsor, project team and other stakeholders as necessary.
Apply the Project Change Management process, including co-ordinating the impact assessment, identification of options and presenting recommendations.
Conduct Lessons Learned Reviews.
Support to the Projects Management Committee
Address their project management needs and advise them on major portfolio risks / issues to ensure that the company projects/portfolio benefits are realised effectively and on schedule.
Support the Projects Management Committee to ensure projects are approved and implemented that bring the optimum Return on Investment for the company and stakeholders budgets supported by a cost benefit analysis.
Implementation of the Portfolio Management Departments Procedures

Coach, mentor, motivate and supervise project team members and contractors.
Communicate and manage project expectations to project team members and stakeholders in a timely and clear fashion.
Commercialisation
Support the business to effectively commercialise its services. This will implement commercialisation capability including structured governance practices together with efficient commercial policies and procedures.
Continuous Improvement
Continuous awareness of the industry and project management best practices.
Development, implementation and continuous review & improvement of the Portfolio Management.
Departments policy, procedures, templates, and practices in accordance with international standards and best industry practices.
Undertakes similar or related duties as directed by senior management
To qualify for this role, you must have:\xc3\xbc Minimum of 10 years experience in portfolio management related roles with a track record for delivering project benefits.\xc3\xbc Minimum 5 years managerial experience.\xc3\xbc Project management experience in a complex Air Traffic Control environment is a must.\xc3\xbc Experience in Air Traffic Control and Air Traffic Engineering operational environment.\xc3\xbc A Bachelors degree in engineering, management, business, or related field.\xc3\xbc A formal Project Management qualification (e.g., PRINCE2, PMP (PMI), APM)
