Project Health Safety Environment Manager

JOB PURPOSE The Project HSE Manager is responsible for implementing the Company HSE policy upon the project. This will include the training of the workforce in safety procedures, ensuring compliance with Company and Contractual HSE requirements, safety of personnel and property, identification and controlling hazards, training in safety, and safety performance reporting. Duties and Responsibilities Developing, implementing and monitoring the company HSE system/plan in coordination with Corp. HSE Manager. Ensuring compliance with all contractual/company and local authority requirements for quality, Health Safety & Environment (HSE) and OSHAD requirements (as applicable). Reviewing all HSE documents submitted by Engineering Subcontractors. Coordinating all HSE Engineering review and documentation. Participating in HAZOP/HAZID/ENVID/OHRA/SIL/COMAH studies. Tracking HSE studies undertaken by consultants to ensure quality and timely closure (e.g., HSEIA, Dropped Object Study, QRA, HAZID, ENVID, OHID, HAZOP, SIL, and SIMOPS). Participating in PHSER Review. Dealing with Third Party Compliance Audits on Construction Environmental Management Plan (CEMP) in line with EAD (Environmental Agency, Abu Dhabi) as applicable. Monitoring and ensuring OHRA recommendations are implemented throughout the project. Reviewing contractor safety performance through inspections and data acquisition to improve overall HSE standards. Ensuring Risk Assessment/Job Hazard Analysis is done in advance of commencement of activities and that all preventive/control measures are in place. Ensuring all permits are available for works on site and that all safety precautions are taken. Imparting adequate training/awareness of HSE systems/regulations, especially safety for all personnel and subcontractors on site. Ensuring emergency procedures are effectively communicated, followed, and conducting periodic emergency drills in coordination with Client personnel. Ensuring First Aid facilities are available on site. Ensuring personal protective equipment is always available with adequate stocks maintained. Ensuring all personnel have been issued necessary Personal Protective Equipment and monitoring compliance for use in coordination with HSE Officers. Monitoring safety complaints and following up with site team for close out. Ensuring preventive actions are taken to avoid repetitions of non-conformances. Interacting with the Client for monitoring safety performance, weekly reporting, and documentation. Promptly reporting all near misses, incidents, accidents on site and assisting during investigations. Carrying out HSE inspections/audits on site and reporting status and effectiveness of the system. Safety performance reporting and documentation to Client and Head Office. Interacting with the Client and attending meetings. Monitoring HSE related Client/Consultant complaints and following up with the site team for corrective actions implementation and close out. Monitoring site HSE personnel performance. HSE performance reporting and documentation to Client and Head Office. JOB REQUIREMENTS Education Qualification and Professional Qualifications Bachelor's degree in relevant Engineering or Science or HSE discipline from an accredited institution. NEBOSH IGC or Equivalent (Subject to approval by ADNOC Group). Any other HSE certifications (considered at ADNOC Group discretion). Lead auditor ISO 45001/ISO 14001 or equivalent (Mandatory). Additional HSE trainings/certifications will be an added advantage. Work Experience Minimum 12-15 years' experience in HSE in construction, fabrication, installation, and/or commissioning projects/operations in the oil & gas or petrochemical industries, with at least 5 years' experience in a lead HSE position managing a team of HSE professionals. Must have extensive experience in Brownfield Oil and Gas live plants. Skills and Competencies Strong understanding of HSE issues, practices, and behavioral aspects in the Oil & Gas EPC business. Able to lead a team of HSE professionals such as HSE Engineers, Sr. HSE Officers, HSE Officers, etc. Sound understanding of the HSE Management System and HSE legislative requirements. Broad knowledge and experience in audit processes. Ability to develop HSE plans and emergency response procedures/plans. Ability to analyze incidents and apply root cause analysis techniques. Awareness of H2S hazards and control measures. Ability to speak, read & write English with good communication skills. Effective interpersonal and verbal & written communication skills.
