Job Description

Based in the Project Management Department at Yanbu Industrial City on the West Coast of Saudi Arabia, Parsons is looking for a Western Trained / Western Educated **Quality Lead.**

In this role you will lead the department's quality planning, Quality Assurance and Quality Control activities in relation to the compliant deployment of quality management and project lifecycle governance, which includes: Planning, Engineering, Procurement, Construction and Closeout. This includes supporting the review, development and implementation of recognized standards, procedures, guidelines, work instructions, forms or any other tools to ensure projects and portfolios are compliant.

This will provide support to project managers, portfolio managers, schedulers, cost estimators and project planners to follow delivery procedural expectations according to the lifecycle Stage Gate Process.

The role administratively reports to the Program Quality Manager (PQM) under MSC Program Management, to drive a hierarchical quality management approach, however, they will be assigned (matrixed) full time to the Manager of the Project Management Department (PMD).

The role will coordinate with other quality leads in other departments to create a uniform, comprehensive, integrated quality system for the effective delivery of projects. This role will also and collaborate with Project Managers and Portfolio Managers to develop a unified team of project and quality professionals for the successful execution of projects.

**What You'll Be Doing:**

+ Support PQM and other Technical Department Quality Leads in the establishment and maintenance of the program including QMS quality policies, standards, procedures, and other documents that are compliant to the current ISO 9001 standard;

+ Support efforts to further develop a complete list of required project documentation and wider non quality related procedures, and how documents and records must be prepared and stored;

+ Support stage-gate review meetings ensuring required compliant inputs are provided to allow reasoned decisions to be made to determine if all requirements are fulfilled to pass through each project stage;

+ Support supply chain pre-qualification and maintenance of compliance records, as well as quality on-boarding;

+ Support PQM in the establishment and maintenance of Quality Objectives and PM specific set of KPIs

+ In line with the wider program audit program, conduct various audits of active projects, identify non-conformance, and ensure implementation of corrective actions;

+ Ensure closure of NCR's / Observations / Opportunities for Improvement raised during audits & inspections;

+ Obtain performance data and provide quality performance reports in line with KPI's;

+ In line with program continual improvement approach, undertake planned project / program Lessons Learned reviews. Ensure suitable preparation by all attendees, recording, issuing and closure of actions;

+ Provide trend analysis for QA related data to the PQM as input to quality performance reports;

+ Support the PQM in the preparation of program Management Review presentation and supporting documents;

+ Support in the capture of quality related risk / opportunity and their mitigation;

+ Champion Reward and Recognition for quality in the department, working closely with the PQM;

+ Support the PQM in providing innovative solutions for QA / QC strategy including digital solutions;

+ Conduct training, program awareness tools, workshops to support the project teams in understanding project's quality and project management processes;

+ Support reviews related to quality through coordinated and minuted meetings and actively participate in project meetings and provide feedback to the team;

+ Provide innovative solution in relation to quality.

**What Required Skills You'll Bring:**

+ **A Bachelor's degree or equivalent in engineering, business or quality obtianed at a recognized Western University;**

+ Minimum of 10 years of related work experience in the field of quality specific to either business or project management process and not focused on the quality of construction work;

+ Knowledge of Lean management principles is preferred;

+ Strong working knowledge of ISO Quality Management Systems.
