: Location Ruwais RefineryPurpose of Job A Project Execution Engineer analyzes and reviews refinery mechanical projects to ensure conformance with engineering design standards, applicable codes, project specifications and requirements prior to execution. He reviews contractors construction strategy, mechanical packages and mobilization plan and supervises the project construction phase leading to the completion, testing and commissioning in compliance with HSE requirements and quality standards. He manages multi discipline projects in coordination with civil, control and electrical engineers. To be successful in his job, he must fulfill several roles and responsibilities. The roles and corresponding responsibilities of a Construction Mechanical Engineer are: Minimum Job Requirements Knows and executes company HSEMS and relevant control procedures in reviewing and executing projects mechanical plans. Implements strict HSE controls in implementing projects in restricted areas in line with safety work controls e.g. PTW implementation Prepares Task Risk Assessment based on the critically of the job to be done Anticipates site project hazards and provides mitigation measures on identified risks. Participates in the multi-disciplinary HAZOP and QRA activities. Conducts HSEF weekly audit of contractor site activities to check adherence to company safety regulations and use of proper procedures and safety gears. Appraises the project plan as per the scope and execution strategy of contractors meeting the company quality and HSE&F requirements. Reviews the engineering deliverables and coordinates with other disciplines e.g. Engineering Development, Control, Electrical and Fire Sections to ensure that the design intent of the project are acknowledged and cleared. Coordinates with third party engineering services if the project requires critical design review. Evaluates contractors planning package to identify critical/long-lead procurement items to facilitate tracking and on-time delivery within the project schedule. Evaluates and ensures the mobilization plan and resources of contractors to be aligned with project commencement date and execution schedule. Examines and coordinates the necessary documentations required for project execution like equipment list, material requisitions and purchase requisitions. Conducts site survey jointly with contractor and provides clarification to outstanding project execution concerns. Responds to clarifications on design and specifications sought by contractors based on site specific conditions in coordination with Engineering Development team. Coordinates with Security Section to issue CICPA to contractors to allow entry inside the refinery area. Assures submission of HSE reports and safety in the execution. Coordinates issuance of critical work permits for mobilization of site activities. Ensures the contractors mechanical work procedures, rigging plans, construction methodology, piping/static equipment installation, demolition procedures and Task Risk Assessments are properly executed. Verifies that project QA/QC procedures are adhered in collaboration with company third party inspection. Checks and coordinates the application and use of heavy lifts and rigging requirements, as applicable. Monitors contractors execution of project work to check strict compliance with planned execution schedule and makes necessary controls to avoid project delays through regular weekly and monthly meetings and updates concerns to Sr. Construction Engineer and Section Head. Updates the Project Execution Sections weekly and monthly reports based on contractors reports. Provides the necessary technical field engineering support to contractors brought forth by site conditions. Liaises with other disciplines to support contractors requirements like lay-down facilities, road closure, security issues, water requests and easement area activities. Verifies on a daily basis the availability of contractors resources and progress at site. Reviews the project specifications deviations, if any, and takes appropriate approvals. Coordinates and oversees the third party inspection agency services for the project. Certifies contractors invoices in line with project BOQ and progress. Ensures the project SPIR requirements are fulfilled by the contractor and reviews with the end users. Coordinates with Operations team during the commissioning of the project by contractor . Ensures the projects As-Built documentation and the associated handover procedures are fulfilled by the contractor. Prepares project close out reports and asset registers. Arranges operational training for operators on the newly installed project, as required. Performs the project audit on contractor performance evaluation. Coordinates the preparation of Spare Parts Interchangeability Record (SPIR) documents. Ensures the submission of Final Dossier documents of the completed project by the contractor . Shares knowledge and skills with colleagues pertaining to mechanical project planning and execution concerns. Supports the implementation of the CBT program for UAE nationals in the Project Execution Section. Identifies development and learning opportunities for self and discusses requirement/benefits with supervisor. Identifies technological advances in mechanical engineering discipline and opportunities for work enhancement.
