The International Renewable Energy Agency (IRENA) is an inter-governmental organization mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 169 Members (168 States and the European Union) that acceded to its Statute, and 15 additional States in the process of accession. IRENA supports countries in their transition to a sustainable energy future and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource, and financial knowledge on renewable energy. The Agency implements its mandate with the view of sustainable development, increased energy security, and low-carbon economic growth and prosperity.



IRENAs Knowledge, Policy and Finance Centre (KPFC) is responsible for collecting data, developing knowledge platforms and conducting analysis to support the creation of enabling environments for investment and growth in renewables. This entails analytical work on policy and finance, building a gateway to knowledge, giving input to advisory services that the Agency provides to its member states and at regional levels, and targeted engagement with the private sector and civil society. Within KPFC, the Statistics Unit provides reliable and timely renewable energy statistics, an essential component of informed energy planning and decision making. Key activities of the Statistics Unit include the collection and analysis of data from countries, including the use of the IRENA Renewable Energy Statistics Questionnaire, desk research and other data sources such as industry associations. The unit is also engaged in data dissemination through our website and detailed statistical publications, the development and dissemination of methodological guidance on renewable energy statistics and the delivery of capacity building in statistics through workshops, seminars and daily communications with data providers and other stakeholders. The outputs from the team are key to accurate monitoring of international goals and commitments, such as SDG7 and the UAE Consensus.



Duties and Responsibilities

Under the guidance of the Director, KPFC and direct supervision of the Senior Programme Officer - Head of Statistics, the Programme Officer - Statistics will be responsible for the following duties:



• Organises, designs, plans and carries out the collection, evaluation, analysis, compilation and dissemination of statistical data on renewable energy; this includes selecting methods of data collection, selecting and implementing methods for checking collected data, and selecting and implementing appropriate methods for data processing for incorporation into databases. Ensuring that the statistical outputs promote and support the key objectives of IRENA including the monitoring of international targets and goals.
• Participates in the development, implementation and management of statistical and analytical tools, systems, databases, procedures and instruments for data collection, processing, storage and dissemination though publications, webpages, databases and other relevant mechanisms, as well as promotion of IRENA's statistics in the media and at events.
• Working with other in the team and across the Agency to prepare and deliver training and technical support on data collection programmes, country practices and other related information.
• Participates in the development or revision of standards on statistical concepts, definitions and classifications by performing methodological research.
• Prepares draft technical documents and presentations about renewable energy statistics for international, intergovernmental and expert group meetings and assists with drafting other relevant reports.
• Organises and participates in seminars, working groups, expert meetings, and projects as a technical resource person, including training events in renewable energy statistics.
• Assists the Senior Programme Officer - Head of Statistics with monitoring the statistics teams financial resources.
• To deputise, where necessary, for the Senior Programme Officer - Head of Statistics.
Performs other duties as assigned.

Qualifications

Education: Advanced university degree (Master's degree or equivalent) in statistics, mathematics or economics, or any other subject with a strong emphasis on quantitative analysis. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.



Experience: A minimum of five years of relevant experience in the collection, compilation, analysis and dissemination of data, preferably related to the energy sector. At least two years of experience in statistics with international organizations is highly desirable.



Language: Excellent command of both written and spoken English is required. Knowledge of other UN official languages is an advantage.
