Managing the full research strategic sourcing procurement cycle (Initiation - Strategic Sourcing (RFx), contract authoring / execution, catalog content management, requisition - purchasing/purchase order.
Lead research sourcing evaluations through the development of RFQ, RFI, and RFPs and participate in negotiations.
Oversee and execute the development of requests for information and proposals and ensure that product and service contracts fit the unique needs of the PI and provide the with tangible value and benefits.
Negotiate high-level contracts related to research strategic sourcing.
Collaborate with Legal Counsel to minimize liability and ensure compliance with the company's legal and risk management requirements.
Develop negotiation strategies based on supplier proposals and spend/RFP analysis and act as a contract negotiator within assigned categories/departments
Develop and execute strategies to manage and grow relationships with existing and new suppliers (including cost analysis) that provide the most optimal resourcing opportunities for research
Develop and maintain positive and productive relationships with suppliers while keeping healthy competition with the supply base. Independently drive spend and performance analyses to identify savings opportunities and impact of procurement decisions based on data-based insights
Establish and approve sources of research-related supplies and services.
In collaboration with the Vendor Management Team in support of the •vendor pre-qualification process•, evaluate potential suppliers by investigating facilities, capacity, and financial stability to meet quality requirements, specifications, and delivery dates.
Secure bids, analyze proposals, and negotiate purchase terms and conditions. Develop and administer contracts; ensure timely delivery.
Provide research procurement subject matter expertise in support of the vendor performance management process led by the Supply Chain Management Vendor Management team, which is responsible for actively monitoring, managing and administering major service contracts with business contract owners
Support ongoing supplier relationship management to ensure supplier compliance with contractual obligations
Support facilitation and management of supplier disputes and address/resolve performance issues; review and approve claims against suppliers for unsatisfactory materials or equipment.
Support the mediation and resolution of contract claims or disputes.
Support Vendor Management team in the development of personnel and processes to continuously improve and grow the Vendor Management team's maturity to fully understand the nuances and requirements for evaluating research related vendor performance management
Responsible for evaluating market trends related to research strategic sourcing and In conjunction with the leaders for labs, research support, and PIs, developing a detailed understanding of the requirements of the academic and research unit needs
Identify and support developing optimal and new purchasing strategies as needed
Recommend and develop strategic plans to streamline operations for effective outcomes the enhance the research community experiences with Supply Chain Management
Ensure all data within any procurement systems are accurate and reportable
Provide research subject matter expertise in other areas of Supply Chain Management and help elevate and mature the overall department research knowledge and competencies to continuously optimize all services to be flexible and available to the research community expectations
Qualifications and Key Requirements:
Bachelor's Degree in STEM or similar fields.
Procurement certifications or equivalent are preferred
At least 5-7 years of experience in category-based procurement activities of which the last three should be as category specialist/manager within fast-paced and or complex research-based environments.
At least 1-2 years experience in procurement categories specific to Research Labs (or equivalent), scientific equipment, materials, chemicals gasses, etc.
Excellent verbal and written communication skills.
Excellent interpersonal skills, organizational skills, and attention to detail.
Excellent time management skills with a proven ability to meet deadlines.
Salary and Benefits:
