Manage procurement and supply chain activities across project lifecycles within Middle East Business Area's policies and commercial strategy framework. Collaborate closely with Projects, Proposals, Engineering, and Contracts Management teams.
Responsibilities:
• Define and execute project procurement and supply chain strategy in alignment with project requirements and corporate standards.
• Accountable for project procurement performance and KPIs, ensuring quality and schedule adherence.
• Identify and assess supply chain-related Risks & Opportunities, contribute to project Risk & Opportunity matrix, and drive mitigation actions.
• Define project staffing needs, recruit procurement team in collaboration with Deputy Procurement Director.
• Set procurement, expediting, and logistics budget for the project.
• Develop Regional and Framework Agreements compliant with Regional Category management approach.
• Draft and finalize subcontracts per client's corporate templates and policies.
• Manage end-to-end subcontract lifecycle and ensure effective Supplier Relationship Management (SRM).
• Lead on-site procurement team including buyers, procurement officers, and expeditors.
• Negotiate and finalize purchases of critical and strategic goods/services, support buyers' negotiations.
• Monthly reporting on project activities and KPIs; contribute to Deputy Procurement Director's Project Report.
• Collaborate with internal stakeholders: Project Management, Proposal Management, Engineering Management, Category Management, and Contract Management teams.
• Ensure compliance with laws, ethics, procedures, and local standards; adhere to all client's corporate policies and reporting rules.
Qualifications
• 10 years overall procurement experience; with at least 3 years managing procurement on complex EPC projects on the contractor-side.
• Bachelor's degree in Engineering or relevant discipline; procurement qualifications.
• Fluent written & spoken English. French Language Knowledge is an advantage.
• Advanced Excel proficiency, and expertise in procurement software.
