The procurement department plays a pivotal role in acquiring the necessary goods and services efficiently and cost-effectively. Responsible for sourcing suppliers, negotiating contracts, and managing inventory, this department ensures that the organization obtains high-quality materials at competitive prices while maintaining strong supplier relationships. By optimizing procurement processes and controlling costs, the procurement department contributes directly to the company\'s operational success and financial stability. Main AccountabilitiesWorking within the framework of the Middle East Business Area\'s policies, processes and commercial strategy, the Procurement Project Manager Near & Middle East manages the procurement and supply chain activities throughout the full lifecycle of projects assigned to them. The Procurement Project Manager (PPM) is accountable to the Procurement Deputy Director, and works in close coordination with the Projects, Proposals, Engineering and Contracts Management teams. The role will be based in Dubai, UAE, with frequent travel to project sites in the ME.The Procurement Project Manager defines and executes the procurement and supply chain strategy in accordance with the project requirements and is accountable for the project\'s procurement performance/KPIs. S/he manages subcontracts, suppliers as well as the project procurement team (including project procurement officers, expeditors and logistics teams). Besides their responsibilities on assigned projects, the Procurement Project Manager also contributes at bid stage to the development of competitive proposals, and to the ongoing development and implementation of improvements in overall procurement processes.Detailed
  • Defines and executes the project\'s procurement and supply chain strategy, along with the Deputy Procurement Director and other internal project stakeholders.
  • Responsible for the project\'s procurement performance and KPIs. Applies all standard levers available through Veolia while satisfying project quality and schedule targets.
  • Identifies and evaluates supply chain-related Risks & Opportunities as well as risk mitigation options/possibilities. Contributes to project R&O matrix, responsible for actions, progress & updates.
  • Defines the staff/resource needs on the project and recruits the team with the Deputy Procurement Director.
  • Sets the procurement, expediting and logistics budget for his/her project.
  • Develops compliant Regional and Framework Agreements under a Regional Category management approach.
  • Drafts and finalizes the subcontracts in accordance with Veolia corporate templates and policies.
  • Responsible for end-to-end subcontract management and effective supplier relationship management (SRM).
  • Manages on-site procurement team including buyers, procurement officers, expeditors.
  • Negotiates and finalizes purchases of critical & strategic goods and services. Supports buyers\' negotiations.
  • Reports on project activity and KPIs on a monthly basis; contributes to the Deputy Procurement Director\'s Project Report.
  • Collaborates and cooperates with key internal stakeholders such as Project Management, Proposal Management, Engineering Management & Category Management and Contract Management teams.
  • Responsible for enforcing the law, behaving with ethics, ensures that procedures and local standards are applied. Adheres to all Veolia corporate policies and reporting rules.
Qualifications
  • 10 years overall procurement experience; with at least 3 years managing procurement on complex EPC projects on the contractor-side.
  • Bachelor\'s degree in Engineering or relevant discipline; procurement qualifications.
  • Fluent written & spoken English. French Language Knowledge is an advantage.
  • Advanced Excel proficiency, and expertise in procurement software.
