Job PurposeThe Procurement Officer is responsible for the administration, directions and supervision of all procurement activities for The Elixir Clinic. This includes the establishment of procedures, priorities, schedules, surveillance and coordination of all procurement actions. The role also includes supervising the warehouse operations and driving Finance & Accounts operations to success by implementing proper financial and accounting controls.2. Duties and Responsibilities2.1 Procurement and Financial Responsibilities\xc2\xb7 Responsible for ordering, tracking and importing all products, medications, devices and other necessary items required by the company through different routes\xc2\xb7 Designs and implements an action plan for the procurement of raw material in compliance with purchasing policies and assigned budgets\xc2\xb7 Check validity of requests to purchase, obtaining any additional necessary paperwork and manage any noncompliance requests\xc2\xb7 Coordinates with vendors to provide required component bids\xc2\xb7 Ensures high quality and cost-effective prices are maintained with the purchasing of all raw materials, supplies and equipment for the Company\xc2\xb7 Maintains a competitive edge by seeking the best prices and quotations and evaluating quotes before seeking purchasing approvals\xc2\xb7 Negotiates prices, terms of sales and service agreements and credit terms with vendors\xc2\xb7 Ensures all quotations and orders are approved by management before purchase\xc2\xb7 Prepares and submits sales contracts for orders\xc2\xb7 Analyses the performance of vendors to improve the purchasing process\xc2\xb7 Establishes and maintains relationships with suppliers/vendors for the flawless execution of assignments\xc2\xb7 Ensures that all products are delivered on-time, within scope and within the budget\xc2\xb7 Maintains vendor, product and price lists\xc2\xb7 Manages all communication for all procurement activities\xc2\xb7 Responsible for clearing packages through Customs and the Ministry of Health\xc2\xb7 Prepares reports for management to plan and execute all procurement activities\xc2\xb7 Reports and escalates major issues to senior management as required\xc2\xb7 Analyses and designs various cost-effective methods of procurement\xc2\xb7 Recommends strategies to improve quality and manage inventory levels for all raw materials, products, devices etc.\xc2\xb7 Designs and implements various purchasing strategies and procurement policies\xc2\xb7 Evaluates and maintains all reports for inventory re-orders and coordinates with internal departments on the same\xc2\xb7 Maintains an efficient purchase order system, recommends improvements at all service levels and ensures accuracy\xc2\xb7 Prepares and maintains books of accounts and reconciliation of financial statements, payroll for the Company in compliance with regulations to ensure the smooth operations of financial processes\xc2\xb7 Responsible for Accounts payable invoice reconciliations, monitoring payment schedules and the process of payments for all suppliers\xc2\xb7 Maintains accurate records and relevant related documents\xc2\xb7 Identifies opportunities to add value to the procurement process\xc2\xb7 Supervises all audit activities and evaluation of all purchase orders\xc2\xb7 Oversees all the legal requirements related to the import and export of materials, products, devices etc. for the Company\xc2\xb7 Builds a strong rapport with government entities such as the Ministry of Health, Health Authorities, etc. to fast track processes for the company.\xc2\xb7 Liaises with various parties and authorities in different countries to streamline the import and export of products\xc2\xb7 Maintains inventory and supplies by receiving, storing, and delivering items, securing the warehouse and supervising warehouse staff\xc2\xb7 Organizes delivery of supplies to clients/branches/departments by receiving and transferring items\xc2\xb7 Coordinates the movement of inventory by scheduling materials to be moved to and from the warehouse with related departments\xc2\xb7 Meets warehouse financial standards by providing annual budget information, monitoring expenditures, identifying variances and implementing corrective actions\xc2\xb7 Maintains storage area by organizing floor space, adhering to storage design principles and recommending improvements\xc2\xb7 Maintains inventory by conducting monthly physical counts, reconciling variances and inputting data\xc2\xb7 Secures warehouse by turning alarms on, testing systems to make sure the warehouse is safe and secured at all times\xc2\xb7 Travel to different locations within and outside the UAE for Company business, as needed\xc2\xb7 Adhoc duties as required to cover day to day operations2.2 Personal responsibilities\xc2\xb7 Apply oneself to the job, continually upgrade oneself, and embrace The Elixir Clinics core Values.\xc2\xb7 Maintains own staff development folder to record all educational and professional growth-related activities\xc2\xb7 Demonstrates professional accountability, reliability and responsibility at all times.\xc2\xb7 Demonstrates flexibility in work schedule and willingness to travel\xc2\xb7 Troubleshoots any operations related problems immediately\xc2\xb7 Meets deadlines for assigned projects and tasks\xc2\xb7 Works well under pressure and adheres to tight deadlines3.
