ORGANIZATIONAL CONTEXT
Global hunger has reached alarming levels in 2022, and WFP, the Nobel Peace Prize winner in 2020, remains dedicated to addressing this global food crisis. To enhance the efficiency and impact of our global initiatives, WFP is relocating key corporate functions within procurement and supply chain from its headquarters (Rome, Italy) to the UAE. The UAE, chosen for its strategic location, stability, advanced infrastructure, markets, expertise, and innovation, is hosting the newly established Global Supply Chain Support Center.
Dubai Procurement Centre: The Dubai procurement team will manage the procurement processes for certain domains. This position will more specifically be in charge of domain Logistics & Operations. Domain Logistics & Operations includes fleet, spare parts, heavy machinery.
DURATION: 12 Months with a possibility of extension
SALARY: Salary starts from AED 32,255.04 per month plus medical insurance.
Reporting to the Procurement Officer P4 (Domain Logistics & Operations), the Procurement Officer for domain Logistics & Operations you will be responsible for:
KEY ACCOUNTABILITIES (not all-inclusive)
Oversee the end-to-end procurement process for goods and services within domain Logistics & Operations, issuing tenders, evaluating offers, and negotiating/awarding contracts.
Ensure compliance with standard processes and contribute to the successful procurement of Goods & Services in domain Logistics & Operations, emphasizing quality assurance and adherence to WFP policies and procedures.
Supervise and negotiate contracts and agreements with suppliers within domain Logistics & Operations to secure favorable terms and conditions, aligning with WFP's procurement guidelines.
Actively manage relationships with contractors in domain Logistics & Operations, ensuring timely delivery, quality control, and adherence to contractual agreements.
Implement measures to optimize operational efficiency, cost-effectiveness, and performance within domain Logistics & Operations procurement activities to ensure that the WFP Dubai services meet the quality, timely responsiveness and customer orientation standards.
Identify opportunities for process improvement and contribute to the development of best practices within domain Logistics & Operations procurement.
Address and resolve operational issues, discrepancies, and challenges that may arise during the procurement process within domain Logistics & Operations.
Collaborate with internal stakeholders, including client units, the Global Procurement Manager, and other category managers, to ensure alignment with organizational goals.
Provide regular reports on procurement activities within domain Logistics & Operations, including key performance indicators and areas for improvement.
Collaborate with the broader procurement team to share insights, strategies, and contribute to the overall success of the Global Supply Chain Support Center in Dubai.
Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
Undertake additional duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: University degree in a relevant field like Supply Chain, Business Administration or other related field. Engineering is desirable.
Experience: Minimum of 5 years of operational experience in procurement of Goods & Services within the domain of automotive sector and/or in procurement of light and heavy vehicles, armouring and customization, spare parts.
Language: Proficiency in English. Multilingualism is an asset to engage with different contractors at global level.
OTHER SPECIFIC JOB REQUIREMENTS
Strong understanding of the end-to-end procurement process, with a focus on operational efficiency.
