Job summary: The Procurement Officer will be a key player in the procurement process within a leading company in the oil and gas construction sector. This role involves sourcing and purchasing essential materials, equipment, and services for ongoing and upcoming construction projects. The Procurement Officer will ensure that the procurement activities support project timelines, comply with safety standards, and are within the allocated budget.
Key Responsibilities :
• Procurement Strategy and Planning :
• Develop and execute procurement strategies to ensure timely and cost-effective acquisition of materials, services, and equipment for construction projects.
• Collaborate with project managers and engineering teams to identify and forecast procurement needs for new and ongoing projects.
• Supplier Management :
• Source, negotiate, and establish relationships with suppliers and contractors specializing in the oil and gas construction sector.
• Monitor supplier performance to ensure compliance with contracts, quality standards, delivery schedules, and health and safety regulations.
• Material and Equipment Sourcing :
• Oversee the purchase of construction materials, heavy machinery, specialized equipment, and other supplies necessary for project execution.
• Ensure the procurement of materials and equipment aligns with project specifications, timelines, and quality requirements.
• Cost Control and Budget Management :
• Negotiate with suppliers to secure favorable pricing and delivery terms.
• Maintain strict adherence to the project budget by monitoring procurement expenditures, tracking costs, and identifying potential savings.
• Logistics and Inventory Management :
• Coordinate the delivery of materials and equipment to job sites to ensure timely availability for construction activities.
• Implement effective inventory management systems to track materials and ensure no disruptions to the construction process due to material shortages.
• Compliance and Risk Management :
• Ensure all procurement activities comply with legal, environmental, and industry regulations (e.g., HSE standards).
• Maintain procurement records, contracts, and documentation for audit purposes and compliance reporting.
• Market Research and Supplier Development :
• Continuously research new suppliers, emerging products, and market trends in the oil and gas construction industry to ensure competitive pricing and innovation.
• Attend industry conferences and trade shows to build a network of potential suppliers and stay informed about market changes.
Required Skills and Qualifications :
• Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field.
• Proven experience in procurement, with at least 2 years in the oil and gas or construction industry.
• Strong negotiation, communication, and interpersonal skills.
• Knowledge of procurement processes specific to the oil and gas industry , including familiarity with the materials and equipment used in construction projects.
• Ability to work under pressure and manage multiple procurement needs simultaneously.
• Proficiency in procurement software and Microsoft Office Suite.
Preferred Qualifications :
• Certification in procurement or supply chain management (e.g., CIPS, CPP).
• Experience with large-scale projects in the oil and gas or energy sector.
• Familiarity with international procurement regulations and standards.
