Oversee the preparation of qualified list of bidders and tender documents preparation, ensuring timely issuance of tender to the approved bidders in coordination with the relevant departments/sections within the company.
Oversee the entire lifecycle of Requests for Proposals (RFPs), from release to issuance, while efficiently managing the tendering process.
Oversee the conduct of commercial evaluation of the bids and facilitate post-tender clarifications with the bidders.
Partner with internal stakeholders to understand their business requirements and lead the development of sourcing strategy accordingly.
Direct the opening of submitted bids, ensuring technical evaluation is conducted by the stakeholders as per the approved guidelines.
Oversee negotiations with shortlisted suppliers and ensure that award communication is shared with the selected supplier.
Monitor the identification and generation of key insights on various categories based on the spend analysis and finalize the current state of category.
Supervise the finalization of current state of category in terms of pricing, supplier fragmentation, recent category activities, service KPIs, compliance, contractual situation by leveraging technical inputs received from end-users.
Supervise the development and maintenance of category catalogs for achievement of category initiatives.
Managerial Responsibilities
Budget Management: Develop the sections budget and monitor budget spending in coordination with relevant office.
Performance Management: Propose and communicate KPIs for the section and its employees and ensure they are in line with department and companys strategic goals.
People Management: Contribute to planning and selection of manpower in the section, in line with business and operational plans.
Ensure a high level of employee engagement and capability development by providing ongoing feedback and coaching team members within the section and overseeing their training & development needs.
Provide guidance to direct line reports on budget optimization opportunities where applicable.
Organizational ResponsibilitiesGovernance
Provide guidance and manage the implementation of the section's governance framework.
Ensure compliance of the section to the guidelines defined by HR, legal and risk in addition to the companys framework. Policies and Procedures.
Develop, review, and ensure office/department's compliance to the policies and procedures within the company.
Reporting * Guide the development and review and approve all periodic reports prepared by unit heads for issuance to the relevant stakeholders at the company.Change Management. * Own and drive change management activities about the office/section and ensure stakeholder communications are as per the approved plan.Business Continuity * Provide expert technical support as required by senior management in the event of an emergency to enable preparedness, achieve effective rapid response, ensure emergency recovery, enhance organizational agility and resilience, and promote business continuity.To qualify for this role, you must have:\xc2\xb7 Minimum of 10 to 15 years experience in procurement including 4 years managing supplier sourcing in utility or construction industry.\xc2\xb7 Bachelor's degree in business administration, commerce, supply chain management or any other relevant field.\xc2\xb7 Master's degree, such as an MBA or a Master of Contract Management is a plus. CIPS is a plus.
