Direct message the job poster from Confidential Careers We are seeking a Procurement Engineer to lead market research efforts in identifying and prequalifying suppliers, contractors, and consultants that meet specified requirements and performance standards. This role involves managing the prequalification process, soliciting proposals, evaluating technical and commercial submissions, and liaising with bidders for necessary clarifications. Utilizing tools such as technical evaluation scoring, bid comparison tables, and BOQs, the Procurement Engineer recommends the most suitable options and facilitates the approval process. Additionally, they play a key role in issuing Purchase Orders, Letters of Award (LOA), and Contract Agreements, while proactively tracking and expediting the sourcing process to ensure timely procurement. Responsibilities Vendor Selection & Prequalification: Conducts industry research, collaborates with end-user departments, and benchmarks services and pricing to identify suitable vendors. Project Support & Cost Optimization: Assists the delivery team by analyzing quotes and identifying potential savings opportunities. Supplier Negotiations: Negotiates lead times, costs, and quality to secure the best value for the company. Tendering & Procurement Process: Manages prequalification, bid invitations, tendering, and quotation assessments, ensuring alignment with company policies. Compliance & Contracts: Ensures adherence to commercial, legal, and contractual requirements in all procurement activities. Supplier Communication: Ensures all vendors receive equal information to maintain transparency and fairness in bidding. Stakeholder Coordination: Facilitates meetings between suppliers and company personnel to drive standardization and cost efficiency. Long-Term Supplier Agreements: Negotiates price locks, credit limits, and supply arrangements to meet company and client needs. Reporting & Documentation: Prepares procurement reports, analyzes costs, and ensures proper documentation of purchase requisitions and orders. Cross-Department Collaboration: Works closely with Accounts Payable to ensure timely vendor payments and compliance with procurement procedures. Qualifications BSc. University Degree in (Civil) Engineering or Quantity Surveying Minimum 5 years' hands-on experience of procurement with at least 2 years in a supervisory position (preferably in Property Developer, Project Management Consultancy, Cost Consultancy or equivalent), including considerable work experience with reputable companies and a minimum of 3 years UAE experience Knowledge of construction procurement processes.
