Parsons is looking for an amazingly talented Principal GIS Specialist - Team Leader to join our team in Abu Dhabi! In this role you will get to Determine methods and solutions for complex Geographic Information Systems (GIS) problems, selecting the most efficient and economical means to meet established goals and objectives. Applies advanced GIS techniques and analyses and is proficient in the use of current theories and practices. Most assignments involve the proficient knowledge of GIS packages, theory, mapping, programming, database, and principles of GIS to new applications. Supervises work assignments of lower-level GIS personnel, and/ serves as GIS site coordinator on projects. Willingness to travel and/or relocate to field site is expected.
What You'll Be Doing:
• Establishes, implements and reviews policies, procedures and plans based on the industrial level standards and guidelines/ requirements of the client.
• Utilizes technical manuals and directives to ensure compliance with company policies.
• Develops detailed work plans and schedules for all phases of a GIS project. Helps to define scope of work, schedule, and procedures for project assignments.
• Determines and monitors work scopes, schedules, budgets and requirements.
• Oversees collection of field data required for project and screens available data for relevance and applicability.
• Oversees the design of GIS, database, and analytical processes. May include system development (e.g., tailoring hardware, software, and data configurations to meet project needs).
• Oversees design and development of GIS automation processes for internal use. Modifies application code to customize automation processes.
• Utilizes various spatial analysis methods (interpolation, modeling, etc.) to depict patterns and trends of geographic data.
• Develop GIS data plan and organize project GIS data across Parsons Abu Dhabi Portfolio.
• Support project delivery with data analysis, scenario analysis, analytical analysis, drainage spatial watershed analysis, flood Plain analysis and utilities demand assessment and distribution under network and geospatial analysis technics.
• Develop methodology of infrastructure demand Estimate using GIS enterprise and streamline calculation methods with projects workflows.
• Performs quality assurance on GIS deliverables, GIS processing, and execution of tasks by subordinates.
• Develop utilities public realm utilities disposition and rainbow drawings automation according to ADQCC and DMT standards.
• Integrate project spatial information with reporting interface software's power BI, Adobe INDESIGN and other software's.
• Developing presentations for clients and statutory authorities.
SPECIFIC RESPONSIBILITIES
Utilizes technical manuals and directives to ensure compliance with company policies.
• Assigns work and reviews work produced to ensure accuracy, thoroughness, and timeliness. Makes staffing assignments and reassignments as project and company requirements change.
• Develops detailed work plans and schedules for all phases of a GIS project. Helps to define scope of work, schedule, and procedures for project assignments.
• Determines budget estimates and staffing requirements for the defined scope and schedule.
• Evaluates and recommends hardware and software requirements.
• Oversees collection of field data required for project and screens available data for relevance and applicability.
• Designs (or oversees the design of) GIS, database, and analytical processes. May include system development (e.g., tailoring hardware, software, and data configurations to meet project needs).
• Designs and develops (or oversees design and development of) GIS automation processes for internal use. Modifies application code to customize automation processes.
• Utilizes various spatial analysis methods (interpolation, modeling, etc.) to depict patterns and trends of geographic data.
• Integrates hardware, software, and data. Assesses precision and accuracy of GIS data; makes decisions regarding relevance to projects. May integrate non-GIS data with GIS applications, as appropriate.
• Troubleshoots complex hardware and software problems, and develops suitable workarounds.
• Performs quality assurance on GIS deliverables, GIS processing, and execution of tasks by subordinates.
• Evaluates commercial GIS applications, and designs and develops difficult and complex GIS applications for internal use and client deliverables.
• Produces (or oversees the production of) client deliverables in both hardcopy and digital format.
• Supervises lower-level GIS Specialists and GIS technicians assigned to project. Provides input for performance evaluations.
• May provide support for business development activities.
• May serve as technical consultant in area of GIS for management or for the client as appropriate.
• Maintains affiliation with professional societies to keep abreast of current technologies.
• Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
Education/Experience:
Bachelor's Degree in Geography, Planning, Engineering, Computer Science or related curriculum (or equivalent) and typically 15+ years of related experience, including 5 years' experience in management Role.
Skills/Competencies:
Proven ability to perform in a lead capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate GIS software for use on project. In addition, the incumbent must possess the following specific skills and competencies:
• A proficient knowledge of GIS packages, theory, mapping, programming, database, and principles of GIS, and the ability to apply these principles to new applications.
• Ability to design and maintain GIS databases and other database formats such as Microsoft Access, dBase, etc.
• Proficiency in cartographic and map design (including coordinating systems, projections and map scales), database programming and design, and data translation skills from one format to another (e.g., ORACLE to INFORMIX). Ability to utilize, convert and incorporate various types of data into GIS. Examples of this data include Computer Aided Design and Drafting (CADD), Global Positioning Systems (GPS) and database files.
• Proficiency in programming and scripting languages such as Visual Basic, Python, HTML, AML, EML, Cold Fusion, etc.
• Systems automation skills (e.g., UNIX scripts, NT batch scripts, Linux scripts)
• Advanced troubleshooting and problem solving skills
• Ability to independently assess data anomalies, software problems, and program design flaws, and take appropriate steps to make the project work.
• Ability to ascertain hardware/software limitations, how to work within them, and what can be done when limits are reached.
• Proficiency in basic office automation software including MS-Word or MS-Excel.
• Specialized knowledge in at least one of the following areas:
(1) Specific application of Geospatial Processing and Spatial Analysis in standard GIS applications.
(2) Specific application of Relational Database Management Systems in the context of recognized GIS applications.
(3) Specific application of GIS Programming techniques applying industry standard programming packages.
(4) Specific application of Remote Sensing and Image Processing techniques as related to standard GIS applications.
