We ask employees to be present in the office at least three days per week.Are you ready to bring the right energy to Petrofac and help us deliver a better future for everyone?JOB TITLE: PRINCIPAL ENGINEER - TELECOMKEY RESPONSIBILITIES:\xc2\xb7 Supervise and lead large sized/scoped projects assuming entire responsibility from conceptual to detailed design, QA/QC, procurement and delivery. Must maximize discipline efficiencies in bidding and execution and achieve significant savings through work transfer to other Work Centers, reduced rework, reduction in quantity growth, reduce material wastage, and execute within budgeted man-hour and project schedules.\xc2\xb7 Review the ITB (Invitation To Bid) documents submitted in the proposals stage, issue inquiry requisitions, review techno-commercial vendor offers, prepare equipment, material and man-hour estimates.\xc2\xb7 Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.\xc2\xb7 Review contract requirements for project execution, organize the preparation of the Technical Document Register (TDR) and Service Level Agreements (SLA) with other Work Centres by identifying requirements and scope of work.\xc2\xb7 Ensure the assignment and distribution of manpower for the execution of engineering activities within budgeted project man-hours within SLA with VECs. Recommend measures to optimize overall man-hours & execution cost.\xc2\xb7 Verify and conceptualize the optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantify total number of engineering deliverables, man-hour allocation, format of delivery, time schedules and other requirements for execution of the work. Ensure the assignment and distribution of manpower for the execution of engineering activities within budgeted project man-hours within SLA. Recommend measures to optimize overall man-hours & execution cost.\xc2\xb7 Coordinate with projects and planning on project time schedules, establish target completion dates, ensure target dates are achieved.\xc2\xb7 Perform responsibilities of Lead Engineer in event of large project. Also, if working as Lead Engineer on a project then he will prepare Fortnight Reports or any other report as desired by management to indicate Schedule progress, Quantity, Man hour, Manpower forecasts, and will keep a tight control on the over-runs.\xc2\xb7 Ensure that the work is apportion among engineering staff within Sharjah and/or other Work Centres according to their specialized training.\xc2\xb7 Prepare Design Basis, Organize and Review the preparation of Basic Engineering documents such as Block Diagrams, specifications and data sheets related to telecom systems such as Optical fiber transmission & multiplexing, Integrated voice and data networking systems, public address / closed circuit television systems, security and access control systems etc.\xc2\xb7 Provide inputs for the preparation of plot plans, organize the issuance of engineering drawings and technical documents for Inter-Discipline Checks (IDCs) coordinate with other engineering disciplines in the integration of data inputs.\xc2\xb7 Administer the development of 3D Model, detailed engineering documents and drawings including Schematic Diagrams, Cable Schedules and Cable Drum Schedules, Interconnection Schedules, , Equipment Lay-outs, Cable Routing and Lay-out Drawings, Cable Trench/Tray Lay-out Drawings, Installation Standard Drawings, and other required documents.\xc2\xb7 Direct the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. Direct and provide guidance in the Technical Bid Evaluations (TBE), review vendor drawings and documents. Supervise the review of design calculations, ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.\xc2\xb7 Coordinate the preparation of Purchase Requisitions for the procurement of equipment and materials. Ensure materials are obtained within scheduled timeframes and budgeted costs.\xc2\xb7 Interface and regularly meet with client and vendor representatives, participate in all internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues. Update TDR progress reports through the use of PETROCEPT.\xc2\xb7 Inspect vendor works and workshops when required, provide dispatch clearance and test certificates. Identify irregularities and shortfalls, take corrective action when required.\xc2\xb7 Interact with Quality Assurance for quality issues, strictly ensure compliance with Companys ISO Quality procedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.\xc2\xb7 Interface and provide clarification and guidance and technical support to construction sites and commissioning engineers, provide start-up assistance as required in co-ordination with other Engineering Centres.\xc2\xb7 Participate in employee performance evaluations, establish performance criteria, identify employee strengths and weaknesses, recommend training and development requirements.\xc2\xb7 Supervise and lead more than one project activities (if required) within the discipline and interact with the designated lead engineer and Head of Discipline -Telecoms (HoD).\xc2\xb7 Mentoring graduates and organizing training for juniors.\xc2\xb7 Perform related duties as and when directed by Head of Discipline -Telecoms (HoD).\xc2\xb7 Job/Cost Impact\xc2\xb7 Leads the activities in converting the project from concept to detailed engineering. Works within Project Budget requirements. Serves as the tie-in in the department and/or other Work Centres team for inter-discipline engineering concerned with the project. Accountable for overall discipline related activities for the successful completion of project within allotted schedule, manpower and costs.\xc2\xb7 Decision Making Authority\xc2\xb7 Decisions limited to the scope of project requirement specifications, Consults with Head of Discipline (HoD) or Project Engineering Managers on main issues which may affect layout and equipment specifications.
