We are committed to delivering world-class solutions that are innovative and efficient, while always putting safety firstJOB PURPOSEImplements Operational, Logistical, Maintenance and Safety procedures, policies, and plans related to Oil Spill & HNS Response at Oil Spill Response Base in order to ensure that the facility is properly organized and the equipment is in the state of readiness for responding to an incident.KEY ACCOUNTABILITIESJob Specific Accountabilities
Implements all Operational, HSE, Logistics and Maintenance, plans, policies and procedures to ensure the highest practicable level of preparedness and readiness.
Actively covers other officers functions (Logistics, Safety, Operations and Maintenance) as required.
Trains and develops Oil Spill & HNS Responders to reach full field capability and potential progression in conjunction with Team Leader.
Actively strives to improve response capability through continuous theoretical and practical training exercises.
Implements the daily, weekly, monthly and annual plans, inspections, reports and checklists in accordance with base performance requirements.
Allocates the tasks on responders to perform the equipment maintenance under his supervision to ensure that all equipment is kept at an optimal level of compliance and readiness.
Carries out forecasting of all the critical spare parts and service consumables, maintenance needs, equipment rehabilitation, PPE, base needs on annual basis.
Issues and follows up all requests for required refurbishment such as PPE, Spare parts, tools.
Delivers the safety on-boarding program e.g. safety weekly meeting to ensure that all the new employees of the base are properly made aware of the HSE requirements.
Participates in incident investigations within Oil Spill & HNS Response Base.
Carries out all booking and administrative tasks for the provision of internal and International fixed wing flights for Oil Spill & HNS Response staff as per the Base manpower rotational plan.
Maintains all information supporting financial documentation (expenses, purchase orders) and process appropriately.
Participates in Delivery of Oil Spill & HNS Response related training courses if requested.
Follows up various HR-related processes within the Oil Spill & HNS Response Base (such as employee attendance, leave, medical check-ups) on a daily basis.
Remain on call for 24 hours / day throughout his operational rotation as per the Duty roster.
Emergency Response
Supervises the emergency site surveys team to determine safety considerations and response related needs in regard to man power, equipment, strategic planning and further technical support.
Prepares the equipment, tools, documentations and manpower to support incidents.
Implements the Site Specific Protection Plan (SSPP) and other response plans during the incident.
Follows up incident sites management and surrounding areas taking the necessary action to minimize any threat to health, safety, security and welfare.
Liaise closely with other tasks leaders to coordinate continual emergency support.
Coordinates the appropriate Oil Spill & HNS demobilization and remediation of incident sites.
Actively engages in lessons learnt debriefs to determine areas of consideration toward continual operational and tactical improvement.
MINIMUM REQUIREMENTS
HND, Diploma, Bachelors Degree in relevant field or equivalent experience.
4 years of experience in Oil Spill & HNS Response field.
OPRC OSR Level 2.
ICS 100, 200.
HNS Operational Level.
STCW.
T-BOSIET.
NEBOSH IGC/IOSH Managing Safely or Equivalent.
Boat Operators Commercial License is preferred.
Heavy Truck or Forklift driving licenses are preferred.
